AbstractThis article presents an overview of some issues involved in science and technology policy formulation and implementation in less-developed countries. It is based on observations made in the course of a five-year learning process as part of the science and technology policy instruments (STPI) project, although it does not attempt to present or summarize the results obtained by the 10 country teams, the international coordination office, and the consultants participating in the project.1
