Practical application of price index theory demands the use of expedients and compromise which, when translated into detailed procedures for index calculation, makes the Bureau of Labor Statistics' Consumer Price Index a specific but limited measure of price change. Examination of the constants and variables in the index aggregate, and some possible changes in the classification of these factors, leads to a conclusion that the definition of measurement with respect to the true cost of living index concept cannot be altered merely through modification of index procedures.
