AbstractIndirect measures of defining high technology products employ a high level of aggregation and may produce an inaccurate representation of the true trade balance. The US Census Bureau produces its Advanced Technology Products trade measure by examining a detailed product list and judging which products embody high technology. The two approaches produce widely different results. The level of detail in the Census Bureau method permits the development, implementation and review of much more narrowly-aimed policy actions than was previously possible.
