A brief historical and political perspective of National Health Insurance is presented. The author examines the factors neighing for and against enactment of a comprehensive, government funded and administered plan. He concludes thai, although development and reform in the direction ol comprehensive NHI may occur, and enactment of a Mini-NI II plan is possible, full scale NHI is unlikely prior to the next presidential election
