AbstractIn recent years a large number of milk schemes have been launched, strongly supported with technical assistance, cash subsidies, donations of equipment and supplies of skim milk powder and butter oil. Yet many of these schemes have so far failed either to justify the investments or to improve milk supplies. This article looks at the economic problems that have been frustrating progress and that might be more effectively tackled in future by new initiatives in policy and management.
