Based on an evaluation of an OEO police‐community relations experiment, a new conceptual framework, is proposed, defining police‐community relations as a power relationship with three interrelated dimensions (efficiency, responsiveness, and representativeness) which are related to a behavioral model of personality development and characteristics. Data analyzed within a modified pretest, posttest control group design for police and citizens assess the merits of inservice training versus racial representativeness in improving police responsiveness to ghetto definitions of police roles, functions, and accountability to the community.
