Public participation involves sharing political power‐both authority and influence—between a public agency and diverse “publics.”; Development of New Jersey's coastal management program provided a cauldron of public participation from which a dozen lessons on organizing for public participation have been distilled, ranging from “Recognize and work with a diversity of publics”; to “Provide feedback to the public”; and “Do not expect to be loved.”;
