AbstractAn approach for measuring technology at industry level is proposed consisting of: estimation of the contribution of technology; import dependency of inputs; export competitiveness of outputs; process, product and application innovations; and strength of the life chain of the components of technology. The methodology is applied to measure the status of steel technology in India and Japan. Policy interventions needed for improving the status have then been derived.
