AbstractThere are a number of factors, including internationalisation, which have stimulated the need to increase the level and quality of strategic decision-making in S&T. Foresight is seen as a valuable instrument in decisions concerning the willingness to choose, to set priority areas of research, to organise and structure the S&T system and to aim at international co-operation.
