AbstractConcrete proposals on the structural organization of science policy in the country were drawn up by the Minister without Portfolio for Science Policy, Mr Fokele H P Trip. In his memorandum to Parliament, the main objectives of R and D policy were: to gear research to social priorities; to keep an eye on quality; to promote efficiency; and democratization.Our national correspondent summarized the first part of this extensive work inS&PPVol 2 No 3 (March 1975); below he picks out the key points in the concluding sections, among them the relationship between university and non-university research, the responsibilities of management, and the proposals for budgeting until 1978.
