The basic problem considered was that of selecting one out of a number of proposed question forms in survey work. In the particular case, there were two apparent directions of bias. Questions were designed to represent each of these, and each question of the set was judged in relation to these and to each other. Thurstone scaling of judgments was used to indicate which question was judged to lie centrally with respect to the set. The method is applicable to further work on question construction.
