AbstractQuebec has gone “business crazy”. This has had far-reaching effects on science and technology policies in Quebec, a largely French-speaking society within the Canadian federation.The current government of Quebec has a non-interventionist policy towards S&T, believing that development cannot be forced, only aided. Structural problems persist and the willingness and the capacity of the provincial public sector to affect technical change have been curtained. At the same time, the Quebec private sector has never been so confident in itself but the publicly-funded research and teaching institutions are experiencing a policy system aimed at controlling costs and facilitating industrial competitiveness.
