Meetings of Council. INCE the election of the Council on March Ist, 1894, six Meetings have been held, with an average attendance of 18 Members at each Meeting. There have also been 23 Committee Meetings at which, besides routine business, many important matters affecting the welfare of the Institute have been fully discussed. Besides the Examinations of the Institute, reports of which are to be found in pages 6-11, an examination has also been held by the Technical Education Board of the London County Council at the Laboratories of the Institute on June 23rd.In consequence of the sad loss sustained by the Institute by the death of Dr. C. R. Alder-Wright, the Council have elected Mr. Horace T. Brown, an Ordinary Member of Council, in accordance with Bye-Law 26. Dr. Wright was one of the founders of the Institute, and up to 1884 held the office of Treasurer. He was also one of the Trustees of the Institute. The Council have decided that the invested funds shall now stand in the name of the Institute under its seal, in lieu of appointing a fresh trustee. At the Congress of the Sanitary Institute, held in Liverpool in September, the Institute was represented by Professor J.Campbell Brown, D.Sc., and Mr. Edward Davies ; and at the Eighth International Congress of Hygiene and Demography, held at Buda Pesth in September, Mr. Charles E. Cassal and Dr. W. H. Corfield were appointed Delegates to represent the Institute. 4 Institute of Chemistry Dinner. A Dinner was held on Friday, May 25th, in the Banquet- ing Room of the St. James’s Hall Restaurant. The President occupied the Chair, and was supported by about IOO members. The guests present included among others Lord Kelvin, D.C.L., President, and Sir John Evans, K.C.B., Treasurer of the Royal Society ; Professor H. E. Armstrong, F.R.S., President of the Chemical Society; Mr.E. C. C. Stanford, President of the Society of Chemical Industry ; hlr. M. Carteighe, President of the Pharmaceutical Society of Great Britain ; Mr. Alfred Giles, President of the Institution of Civil Engineers ; Mr. Frank Wilson, Presi- dent of the Institute of Brewing; Sir Henry Trueman Wood, Secretary of the Society of Arts ; Dr. Thorne Thorne, C.B., F.R.S.; and Major-General A. de Courcy Scott, K.E. Amongst the Fellows present were Dr. Edward Frankland, F.R.S., and Or. W. A. Tilden, F.R.S., Past Presidents ; Mr. David Howard, Treasurer; Mr. Chas. E. Groves, F.R.S.; Mr. Otto Hehner; and Professor J. Millar Thoni- son, Vice-presidents, and many ordinary members of Council. After the loyal toasts had been duly honoured, Dr.Tilden proposed ‘‘ The Learned Societies,” and he drew attention to the popular error that the Institute was a learned society, whereas it is a professional organisation, not seeking to extend the limits of natural knowledge, but to ensure higher qualifications among chemists. The toast was responded to by Lord Kelvin. 5 cL The President and Institute of Chemistry ” was then proposed by Sir John Evans, K.C.B., and replied to by the President, who reviewed in his speech the history and the present condition of the Institute. The other Toasts were: “The Past Presidents,” proposed by Mr. E. C. C. Stanford, to which Dr. E. Frankland, the first President of the Institute, responded ; and ‘‘ The Guests ” proposed by Mr.David Howard, responded to by Mr. Alfred Giles. REPORTS OF THE EXAMINERS Professor WYNDHAM R. DUNSTAN, M.A., F.R.S., F.I.C. AND THOMAS FAIRLEY, Esq., F.I.C. ON THE EXAMINATIONS IN PRACTICAL CHEMISTRY Xeld in tTULY and OCTOE3El3, 1894. JULY EXAMINATION. The Examination was held in the Laboratories of the Institute on Monday, July 2nd, and three following days, from 10a.m. until 4.30 p.ni. on each day. There were 27 Candidates. The following exercises were set :-FIRSTDAY. Ascertain the constituents of the gas (partially burnt coal gas) supplied to you, and find the proportions of the three chief components. SECONDDAY. Identify the constituents of the mixture of two solids (cane-sugar and grape-sugar).Estimate the quantity, and separate a pure specimen of each of the substances present. 7 THIRDDAY. Make a qualitative analysis of the given powdered material (spiegel-eisen) and estimate the two chief metals. FOURTHDAY. Ascertain the substance present in the given solid (a), [zinc oxide and sodium aluminate], and in the three solu- tions (b, G, and d) [alcoholic solutions of nitro-benzene and turpentine ;and vinegar containing sulphuric acid]. Candidates were instructed to enter in their note-books a concise record of all the experiments made, and to shortly describe and explain the methods employed. With regard to the character of the work, it may be remarked that the gas analysis was fairly well done, and showed an improvement as compared with that of the previous Examinations.The Organic Chemistry on the second day was very in- differently done. Many of the Candidates did not succeed in effecting even an approximate separation of the sugars so as to obtain a crystalline specimen of cane-sugar. The qualitative and quantitative inorganic analysis on the third day was moderately well done, although several of the Candidates lost time through not having selected the methods of analysis best adapted for this particular case. The qualitative analysis on the fourth day was better done than usual. The exercises were again chosen in order to test the common sense and general chemical knowledge of the S Candidates, being such as are comparable with those likely to occur in ordinary practice, and requiring for their solution something more than an intimate acquaintance with the usual analytical charts.The following Candidates satisfied the Examiners :-A. The Examiners have to report to the Council that the Examination in Practical Chemistry for the Associateship was held in the Laboratories of the Institute, commencing on Tuesday, the gth, and terminating on Friday, October Izth, at 4.30 p.m. The hours of Examination were from 10a.m.until 4.30 p.m. on each day. The following Exer- cises were set; the regulations as to work being the same as at previous Examinations. FIRSTDAY. Standardise the thermometer supplied to you, and with it determine the boiling points of the two given liquids, and the melting points of the two given solids. SECONDDAY. I. Identify the poisonous substance (arsenic) contained in the given mixture and estimate its amount. 2. Make a qualitative analysis of the solution “C” (Potassium cyanide and ferrocyanide). THIRDDAY. I. Analyse the solid mixtures A ” (zinc oxide, calcium sulphate, potassium sulphate), and “ B ” (barium chloride, ferrous sulphate and calcium sulphate), and then make such experiments with them as will enable you to form an opinion as to the nature of the substances present in the mixtures.2. Identify and isolate the dissolved substances in the solution ‘‘ D ” (benzoic acid and urea), leaving a labelled specimen of each on your bench. 10 FOURTHDAY. I. Determine quantitatively the composition of the “gas ” (carbon monoxide, sulphur dioxide), which is produced when the given mixture is warmed with strong sulphuric acid. 2. Identify by qualitative analysis the constituents of the mixture (sodium sulphite and formate), and from the results of your quantitative analysis of the ‘‘ gas,” calculate the approximate proportion of these constituents. The work of the Candidates was carried out in a very satisfactory manner, and it is gratifying to the Examiners to have to report that the standard reached was higher than that of any previous Examination held by them.The majority of the Candidates were better qualified in all branches. At the same time, whilst noting this general improvement in the work, the Examiners again have to note that qualitative analysis was the weakest point, several of the Candidates exhibiting no real grasp of the principles of the subject, having apparently learned it for the most part as a mere matter of routine. In addition to the above-mentioned Candidates, Mr. John Chalmers (Glasgow and West of Scotland Technical College), who was unable to attend by reason of illness on one day of the July Examination, has subsequently satisfied the Examiners in an exercise performed by him in Glasgow, under the supervision of Dr. G. G. Henderson. 12 Notices. Examinations will, in future, be held in January and JUw in each year. Students who have ‘completed their training in accordance with the Regulations under which tkey were admitted, can obtain forms of application for admission to the Examinations. Candidates will be examined in the order in which their applications are rqceived, and the dates and full particulars of the Examinations will be forwarded to all those whose applications are sent in and accepted by the Council.The attention of Associates of three or more years’ stand- ing is drawn to the circumstance that they can obtain forms of application for admission to the Fellowship from the Secretary. Notices have been issued with regard to a Conference to be held at the rooms of the Institute, on Friday, November 23rd, 1894, at 8 p.m. on the following subject:- ‘‘ The Relations of members of the Chemical Profession to one another and to the Public. ” The Conference will be opened by Dr W. A. Tilden. 13 Alterations & Additions to the Register. Since March Ist, 12 Fellows and 25 Associates have been elected; and 11 Associates have been elected to the Fellowship.19 Students have passed the Practical Examination for the Associateship. 15 New Students have been admitted. The Institute has lost three Fellows by death, and the resignation of I Fellow, I Associste, and 2 Students have been received and accepted.
