AbstractAt the root of the Israeli—Arab conflict is the unresolved Palestinian problem. From Arab quarters comes the cry in mounting crescendo that there can be no peace with Israel uutil the rights of the Palestinians are recognized and the Arab refugee problem is solved. While the rights of the Palestinians have not been precisely defined, it is assumed that, minimally, they include the establishment of a Palestinian state. The question is: What shall be the boundaries of such state?
