AbstractIn terms of size and scope of the research activities, the Science and Technology Policy Instruments (STPI) Project is one of the largest research efforts in the developing countries on the subject of how to put science and technology to the service of development objectives. The project was conceived as an exercise inaction-orientedresearch, seeking both to expand the frontiers of knowledge and to provide advice todecision-makers.
