AbstractThe basis of this article is a study of research systems in six countries — France, Germany, Japan, Sweden, UK and US. Whilst there are similarities between the countries, there are also differences; the plan was to assess these differences with a view to possible reconsiderations of US policy for research. Foreign systems may not be transferable, but questions are raised to focus attention on some issues meriting closer investigation and further discussion.
