AbstractHistorically the university has been an élitist organization. During this century there have been moves to make the education available to all social classes. In Finland, a regional policy was adopted which decentralized and expanded the university system. Now the trend is towards giving greater priority to basic research and improving its quality: regional policy should be geared to locally-relevant issues rather than those perceived as important from a central perspective.
