(hereinafter referred to as the "old Institute ") was constituted lander a Memorandum of Association in the year one thousand eight hundred and seventy-seven and amended Articles of Association in 5 the year onethousand eight hundred and seventy-ciwk Shepurposes of promoting and encouraging a thorough study of chemistry and of branches of science allied thereto in their application to the arts to agriculture to public health and to technical industry and of adopting measures for the advancement of the profession of 10chemistry and for the maintenance of the profession of the con- sulting and analytical chemist on a sound and satisfactory basis : Whereas it is expedient that provisions should be made as in 1this Act contained for affording facilities for the better education and the examination of persons desirous of qualifying themselves 15 to be public and technical analysts and chemical advisers on scientific subjects of public importance : 2 Institate of Chemistry.And whereas it is expedient that the present and future Members of the old Institute with other persons be incorporated and that the powers in that behalf contained in this Act be con-ferred upon them : And whereas the objects aforesaid cannot bc attained without 6 the authority of Parliament : MAY IT THEREFORE PLEASE YOUR MAJESTY, That it may be Enacted and be it Enacted by the Queen’s Most Excellent Majesty by and with the advice and consent of the Lords Spiritual and Temporal and Commons in this present10 Parliament assembled and by the authority of the same, as follows : Short title.1. This Act may for all purposes be cited as cc The Institute of Chemistry Act 1884.” Commence-2. This Act shall not come into operation until the first day 15 ment of Act. of January one thousand eight hundred and eighty-five which date is hereinafter referred to as “the commencement of this Act.’’ Interpretation 3.The following words and expressions in this Act have the clause, several meanings hereby assigned to them unless there be something in the subject or context repugnant to such construction :-20 ‘‘ Old Institute ” means the Association formed as aforesaid and called ‘‘ the Institute of Chemistry of Great Britain and Ireland ;” ‘6 Institute” means ‘c the Incorporated Institute of Chemistry of Great Britain and Ireland” by this Act incor-25 porated ; 1c Council ” means the Council of the Institute.Incorporation 4. Upon and from the commencement of this Act the old of Institute. Institute shall be by this Act dissolved and the then Members of Institate of Chemistry. 3 the Old Institute and all other persons who shall hereafter become Members of the Institute shall be by this Act incorporated by the name of ‘‘ The Incorporated Institute of Chemistry of Great Britain and Ireland” and by that name shall be a body corporate with 5 perpetual succession and a common seal for the purposes hereinafter mentioned and with power to purchase take hold sell and dispose of lands and other property for the purposes of this Act.5. The Institute shall be established for the purpose of pro-Generabur-poses ot the moting and encouraging a thorough study of chemistry and of Institute. 10 branches of science allied thereto in their application to the arts to agriculture to public health and to technical industry and of adopting measures for the advancement of the profession of chemistry and for the maintenance of the profession of the con- sulting and analytical chemist on a sound and satisfactory basis.1s 6.Subject to the provisions of this Act all the lands buildings ;$;;:!i:p-property rights and easements which immediately before the :;;:::; the commencement of this Act were vested in the old Institute or any mitute. person in trust for them or to which the old Institute were in anywise entitled and all moneys securities credits choses in action 20 books papers effects and other property whatsoever which imme- diately before the commencement of this Act belonged to the old Institute or to any trustee on their behalf and the benefit of all contracts and engagements entered into by or on behalf of the old Institute and immediately before the cornmencement of this 25 Act in force shall be and the same are hereby ~&ei-?fithe Institute to the same extent and for the same estate and interest as the same were previously to the commencement of this Act vested in the old Institute or any trustee on their behalf and may according to the provisions of this Act be held and enjoyed sued for and 30 recovered maintained altered discontinued removed dealt with and disposed of by the Institute as they think fit, 7.Subject to the provisions of this Act and as from the date of the commencement thereof the Memoraudum and Articles of ;;-yi;z;htot Association of the old Institute shall as to any prospective opera- prejudtcetoremedies for 35 tion thereof be wholly void and the Institute and the members antecedent breaches thereof.9 B Iastitaute oj Chemistry. thereof shall be exempted from all provisions restrictions and re- quirements of any Act which applied to the old Institute and the members thereof as such but nothing in this Act contained shall release or discharge any person from any liability or obligation in respect of any breach of the provisions of the said Memorandum or 5 Articles of Association incurred before the commencement of this Act but such liability or obligation in respect of any such breach shall continue and save as in this Act otherwise provided may be enforced by or on behalf of the Institute as nearly as may be in like manner as the same might have been enforced by or on behalf 10 of the old Institute if this Act had not been passed.Nothing to affect previousrights and liabilities. 8. Except as is by this Act otherwise expressly provided every- thing before the commencement of this Act done or suffered by or with reference to the old Institute or the members thereof as such shall be as valid as if the Institute had not been incorporated and 15 the said Memorandum and Articles of Association had not been avoided by this Act and such incorporation and avoidance and this Act respectively shall accordingly be subject and without prejudice to everything so done or suffered and to all rights liabilities claims and demands both present and future which if the Institute were 20 not incorporated and the said Memorandum and Articles of Associa- tion were not avoided by this Act and this Act were not passed would be incident to or consequent on any and everything so dcme or suffered and with respect to all such rights liabilit4ies claims and demands the Institute and its members and property shall to all25 intents and p_yrEsesrepresent the old Institute and the members thereof as such and the property of the old Institute as the case may be and the generality of this enactment shall not be restricted by any of the other clauses and provisions of this Act. Contracts prior 9.Except as is by this Act otherwise specially provided all30 to Act to be purchases sales conveyances grants assurances deeds securities con-binding. tracts bonds and agreements entered into or made before the passing of this Act by to or with the old Institute or any trustees or persons acting on behalf of the old Institute or by to or with any other person to whose rights and liabilities they have succeeded 35 and now in force shall be as binding and of as full force and effect Ifistitzlte of Chemistry.5 in every respect against or in favour of the Institute and may be enforced as fully and effectually asif the Institute had been a party thereto instead of the old Institute or the trustees or persons acting on behalf of the old Institute. 5 10. Nothing in this Act contained shall release discharge or -~on*&c-not to ebate. suspend any action suit or other proceeding at law or in equity or in any Court of Justice which was pending by or against the old Institute or any member thereof in relation to the affairs of the old Institute or to which the old Institute or any member thereof 10in relation to such affairs were parties immediately before the com- mencement of this Act but such action suit or other proceeding may be maintained prosecuted OF continued by or in favour of or against the Institute (as the case may be) in the same manner and as effectually and advantageously as the same might have been 15maintained prosecuted or continued hy or in favour of or against the old Institute or any member thereof if this Act had not been passed the Institute and the members thereof being in reference to the matters aforesaid in all respects substituted for the old Institute and its members respectively.20 11. Every trustee or other person in whom or in whose name Trusteesof old Institute any lands works buildings easements rights property or effects to be indem-belonging to the old Institute shall be vested immediately before the nified* commencement of this Act and who (being authorised so to do) entered into any bond covenant contract or engagement in respect 25 of the same or otherwise on behalf of $5~2.1,jInstitute shall be indemnified out of the funds and property of the Institute against all liability (including costs charges and expenses) which he may sustain or incur or be put unto by reason of his having entered into such bond covenant contract or engagement. 30 12. From and after the commencement of this Act and except Institute to satisfy lia-as is by this Act otherwise expressly provided the Institute shall in bilities of oId all respects be subject to and shall discharge all obligations and Institute.liabilities to which the old Institute immediately before the com- mencement of this Act shall be subject and shall indemnify the 35 Members of the Council Members officers and servants of the old Institute and their respective representatives from all such 6 Institute of Chemistry. obligations and liabilities and from all expenses and costs in that behalf. Recovery of 13.All sums of money which immediately before the com-moneys &c. mencement of this Act shall be due or accruing to the old Insti-tute shall be payable to and may be collected and recovered by the 6 Institute.As to paynxnt 14. All persons who immediately before the commencement of of debts owingbefore com-this Act shall owe any money to the old Institute or to any personmencement of Act. on their behalf shall pay the same with all interest (if any) due or accruing upon the same to the Institute and all debts and moneys 10 which immediately before the commencement of this Act were due or recoverable from the old Institute or for the payment of which the old Institute were or but for this Act wozld be liable shall be paid with all interest (if any) due or accruing upon the same by or be recoverable from the Institute. 15 Books &c. 15. All documents books and writings which if the saidcontinued evidence. dissolution and avoidance had not taken place would have been receivable in evidence shall be admitted as evidence in all Courts of Law and Equity and elsewhere notwithstanding such dissolution and avoidance.20 Officers to 16. All officers and servants of the old Institute who were in continue until rrmoved. office immediately before the commencement of this Act shall hold and enjoy their respective offices and employments together with --A?the salaries and emoluments thereunto annexed until they shall resign the same or be removed therefrom by the Institute .and25 shall be subject. and liable to the like conditions obligations pains and penalties and to the like powers of removal and to the like rules restrictions and regulations in all respects whatsoever as if they had been appointed under this Act.fresent 17. The books kept by the old Institute for entering the30 register of Members to names and designations of the members thereof shall and may .be continued. continue to be kept for the same purpose by the Institute and shall until some other register of Members shall be provided by the Institute be taken and considered as the register of the Members of the Institute. Except as is by this Act otherwise expressly provided ~~;~e~ous everything before the commencement of this Act done or suffered rightsandiiabilities, by or with reference to the old Institute or the members thereof as such shall be as valid as if the Institute had not been incorporated 5 and the said Memorandum and Articles of Association had not been avoided by this Act and such incorporation and avoidance and this Act respectively shall accordingly be subject and without prejudice to everything so done or suffered and to all rights liabilities claims and demands both present and future which if the Institute were 10not incorporated and the said Memorandum and Articles of Asso-ciation were not avoided by this Act and this Act were not passed would be incident to or consequent on any and everything so done or suffered and with respect to all such rights liabilities claims and demands the Institute and its Members and property shall to all 15 intents and purposes after the commencement of t!his Act repre- sent the old Institute and the Members thereof as such and the property of the old Institute as the case may be and the generality of this enactment shall not he restricted by any of the other clauses and provisions of this Act.20 19. There shall be a Council of the Institute consisting of Councilof Institute.thirty-five Members including a President six Vice-presidents and the Treasurer but the Institute may from time to time in general meeting after due notice for that purpose increase or reduce the number of the Vice-Presidents and the Council but so that the 25 number of the Council shall be never less thii twelve and may determine the order of rotation in which such reduced or in-creased number of Vice-presidents and of the Council shall go out of office.20.The President the six Vice-Presidents and the Treasurer First Members 30and the other ordinary Members of the Council of the Old Institute or Council. in office at the passing of this Act shall be the first Members of the Council and the first President and first Vice-Presidents and Treasurer thereof. 21. Casual 22.When any vacancy occurs in the office of President orvacancies in officeof Vice-president the Colnncil shall forthwith by ballot choose a 5President or Vice-Member of the Council to fill such vacancy.President. Members of 23.No person shall be eligible to be a Member of the CouncilCouncil to be of unless he be a Fellow of the Institute.Institute, Members to be 24. The Members of the Institute shall be divided into twoand be styled Eellows and classes to be styled respectively Fellows and Associates. The 10Associates. Fellows' of the old Institute at the commencement of this Act shall be and be styled Fellows of the Institute and the Associates of the old Institute at the commencement of this Act shall ;be and be styled Associates of the Institute.Future Fellows and Associates of the Institute shall be from time to time elected or admitted in15 accordance with the provisions of this Act and of any bpe-laws of the Institute made under the powers of this Act and for the time being in force : Provided that except as in this Act otherwise pro-vided after the thirty-first day of December one thousand eight hundred and eighty-four no Fellow shall be elected except from20 amongst the Associates of the Institute. Firat meeting 25. The first meeting of the Council shall be held at theof Council. offices of the old h,&itute on the twenty-third day of January next after the commencement of this Act. 26. The quorum for a meeting of the Council shall be such 25Quorummeetings of Council.number as the Council from time to time determine. First meeting 27. The first general meeting of the Members of the Institute of Members. shall be held at such time and place as the Council at their first meeting after the commencement of this Act shall resolve and appoint. 30 Retirement of 28. At the first ordinary general meeting of the Members of iMembars of Council. the Institute in the year one thousand eight hundred and eighty-five and at the first ordinary general meeting in every subsequent year the whole of the Members of the Council shall retire from office Iiastitzcte of Chemistry. 9 and the Members of the Institute present in person or by proxy (if under the bye-laws of the Institute for the time being in force the votes of Members may be given by proxy) at each ordinary general meeting shall elect duly qualified persons to supply the 5 places of the Members of Council then retiring from office and the several persons elected at any such meeting being neither removed nor disqualified nor having died or resigned shall continue to be Members of the Council until others are elected in their stead.10 29. Subject to the provision hereinbefore contained for Rotation of Members of increasing or reducing the number of the Council the Members Council. of the Council who shall not be eligible for re-election shall be determined as follows (that is to say) :-At the first ordinary general meeting of the Institute to be 15 held in the year one thousand eight hundred and eighty-five one-third of the retiring members of the Council to be determined by ballot among themselves unless they shall otherwise agree shall not be eligible for re-election at that meeting ; 20 At the first ordinary general meeting of the Institute to be held in the year one thousand eight hundred and eighty-six one-half of the Members of the Council who have been longest in office to be determined in like manner shall not be eligible for re-election at that meeting ; 25 At the first ordinary meeting of the Institute to be held in the year one thousand eight hundred and eighty-seven and at the first ordinary meeting to be held in every year thereafter one-third of the Members of the Council being those who have been longest in office shall not be 30 eligible for re-election at that meeting. Provided always that if the number of the Council be some number not divisible by three the Council shall from time to time deter-mine what number of Council as nearly one-third as may be shall not be eligible.35 Provided also that the President of the Institute for the time being shall not be a Member of the Council who shall not be eligible for re-election as a Member of the Council at any ordinary general meeting. Iiwtitzcte of Chemistry. Supply of 30.If any Member of the Council die or resign or becomecasual vacan- cies amongst disqualified or incornpet,ent to act or cease to be a Member of theMembers of Council.Council from any other cause than that of retiring from office at an ordinary general meeting the remaining Members of the Council may if they think fit elect in his place some other Fellow of the 5 Institute and the person so elected shall continue in office as a Member of the Council so long as but no longer than the person in whose place he shall have been elected would have been entitled to continue if he had remained in office. Powers of 31..The Council shall have the sole control and management 10Council. of the real and personal property of the Institute and the manage- ment and superintendence of the affairs of the Institute and may lawfully exercise all the powers of the Institute except as to such matters as are by this Act or by any bye-law thereunder directed to be transacted by or at a general meeting of the Members of the 15 InstitUte.Application of 32.Tbe Council shall also have power to apply the funds of funds of the Institute. the Institute for such purposes of the Institute as they in their discretion think fit and such purposes may include the erection and fitting up of a library and a hall and a laboratory for the u8e of the 20 Members of the Institute and the purchase of a site or sites for a library a hall and a laboratory Provided always that the Council shall not apply the funds of the Institute in erecting or purchasing any building 01-o+hmiseacquiring a site for the same without the sanction of a general meeting of the Members of the Institute25 convened with notice of this object.Powere of 33.Provided always that all powers which under the provisions Council to bg exercised of this Act may be exercised by the Council shall be exercised bysubject to provisions of them in accordance with and subject to the provisions of this Act Act-bye-laws &C. and the bge-laws thereunder and the exercise of those powers shall 30 be subject also to the control and regulation of any general meeting of the Institute specially held for the purpose but not so as to make invalid any act done by the Councii previously to any resolution passed at a general meeting and any act or proceeding of the Council shall not be invalidated or be illegal in consequence of there 36 being any vacancy in the number of the Council at the time of such act or proceeding being done or taken.Institate of Chemistry. 34.Sections 92 to 100 (both inclusive) of ''The Companies $:$z2g92 Clauses Consolidation Act 1845" with respect to the proceedings i:?;: and liabilities of the Directors are hereby incorporated with this Act 1845-Act and shall apply to the Members and to the President and 6 Vice-Presidents of the Council and to the Institute in like manner mutatis mutandis as they apply to Directors and to a Chairman and Deputy-Chairman of the Directors and to a Company. 35.At all general meetiags of the Institute the President or in meetingChairman of his absence one of the Vice-presidents or in their absence such 10 Member of the Council as shall be elected by the Members or a majority of the Members present at the meeting shall preside or if there be no such Member of Council present then such other Member of the Society as shall be elected by the Members or a majority of the Members present to preside.36.The Council shall provide and have the custody of proper ~ollofMembers~books or rolls wherein shall be from time to time inscribed or registered in alphabetical order the names and addresses of the Memhers of the Institute for the time being and such other particulars (if any) as the Council shall from time to time deter- 20 mine. 37.All persons (except as in this Act otherwise provided) shall Definition of persons on payment of such fees and on producing such evidence of fitness entitled to be admitted as as the Council may approve as shall be prescrd by the bye-laws Fellows of the of the Institute in that behalf and on passing such examination and Instilute.25 obtaining such diplornae or certificates and on signature of the books or rolls to be kept as in this Act provided be entitled to be admitted as Fellows of the Institute or as Associates of the Institute. 38.The Council shall except as in this Act otherwise Examination of applicantsprovided from time to time cause examinations to be held of foradmission to Member- 39all persons applying to be admitted Fellows or Associates of ship. the Institute and shall from time to time appoint Examiners for that purpose who shall respectively hold office until their successors are appointed Such exawinations may if the Council so think fit and from time to time' determine include prelimi- 35nary and intermediate examinations to be held at such period 9 D 12 Imstitzcte of Chemistry.or periods as shall fiom time to time be fixed by the Council or by any bye-laws of the Institute. The last examination wbich may be so directed or (if no preliminary or intermediate exami- nation be directed) the single examination so directed to be held is in this Act referred to as "the finalexamination." The Examiners 5 shall conduct the examination or examinations in such subjects and manner as shall be directed or approved by the bye-laws of the Institute and shall hold office subject to such conditions and shall receive such remuneration as shall from time to time be prescribed by the Council.10 Applications 39.Every applicant for a certificate from the Council with a for admission of Members view to his admission as a Fellow or Associate of the Institute and their examination. shall lodge a written requisition to that effect with the Council and shall produce a certificate to their satisfaction of good moral character and such evidence as shall be required by any bye-law 15 of the Institute and a certificate or certificates of his having passed the preliminary and intermediate examination or examinations if any which under tbe provisions of this Act are required in the case of the applicant and the Council shall thereupon either issue to the applicant a certificate of membership as a Fellow or as an 20 Associate as the case may be if the applicant is entitled thereto without examination under the provisions of this Act or shall remit him to the Examiners for final examination under the reso-lutions of the CouGl or as the case may be under the bye-laws of the Institute for the time being in force and applicable in the 26 case of the applicant and upon the Examiners granting a certifi-cate that the applicant has duly passed the final examination and upon the applicant complying with the other provisions of this Act applicable in that behalf the Council shall issue to him a certi- ficate of membership as a Fellow or as an ,4ssociate as the case30 may be.Provison as to 40.Provided always that notwithstanding anything in thisadmission of Members Act contained the Council of the Institute may admit as a Member under specialcircumstances. of the Institute any person who in their opinion is for his scientific or other attainments or for other sufficient reason eligible to be 35 admitted as a Member without passing examination as by this Act required or as may be provided by any bye-law of the Institute.;''%;;;.theofliststime to time cause fromThe Council shall 41. Members for the time being of the Institute to be drawn up and shall supply copies thereof on demand to any person on palyment of such fee as the Council shall think fit and any copy of such list €5 certified by the Secretary of the Council to be a true copy shall be evidence that the; persons therein named are Members of the Institute. 42.Every Member of the Institute whether Fellow or Associate Annual certi-ficates of shall obtain from the Council a certificate of his membership for Membershipto be taken10which he shall pay to the Council such sum as may be prescribed out. in that behalf by any bye-laws of the Institute and if no annual sum be so prescribed then the annual sum of $ve pounds Jive shillings if he be a Fellow or of two pounds two shillings if he be an Associate which sums shall respectively from time to time be 15 payable at such periods as may be prescribed by any bye-law of the Institute for the time being in force and shall once in every year whilst he continues a Member of the Institute after the date of the granting of such certificate renew the same on payment of the like surn as for the first certificate and if he shall neglect to make such 20 renewal for six months after the expiration of any such year he shall not be entitled to obtain such renewal except upon payment of the further sum not exceedingJiae pounds by way of fine.43. Any Member of the Institute may use after his name the Members may use certain initials (if he be a Fellow of the Institute) $:T.C. or (if he be an initials. 25 Associate of the Institute) A.I.C. and any person who not being a Penalty on Member of the Institute shall use che initials hereby authorised to ~;;;zot be used by a Fellow or by an Associate of the Institute or who usingthoseinitials &c.shall by that or any other means hold himself out as or represent or endeavour to represent himself as a Member of the Institute shall 30 forfeit and pay for every such offence the surn of tweaty pounds to be recovered with full costs of suit by any person suing for the same in any court of competent jurisdiction. 44. If any Member of the Institute is convicted of any crime that is infamous or is convicted of or adjudged by any court of competent jurisdiction to have committed any fraud he shall there- upon cease to be a Member. 46. The Council may on the presentation of a complaint by 5 any person aggrieved by the conduct of a Nember whether Fellow or Associate of the Institute inquire into any allegations affecting the professional character of such Member and if they shall see cause after such inquiry may suspend such Member from Member- ship for any period not exceeding two years and such Member10 shall during the period of such suspension be debarred from exer-cising or enjoying any of the rights or privileges of a Member and if it shall appear to the Council that the conduct of the Member has been such as to warrant his expulsion from the Institute they may by the votes of three-fourths of the Members of the Council 15 present and voting at a meeting of the Council specially convened with notice of the object of the meeting declare that such Member shall thenceforth cease to be a Member of the Institute and such Member shall from and after the passing of such resolution cease to be a Member of the InstitGte and forfeit all his rights and 20 privileges as a Member of the Institute and all sums of money paid by him to the Institute. 47.If any Mbmber of the Institute becomes bankrupt or insolvent or suspends payment or places his affairs in the hands of inspectors or trustees or makes or proposes any composition with 25 his creditors he shall thereupon cease to be a Member. 48. Any Member of the Institute who shall engage in any business or occupation or shall accept any appointment or shall otherwise act or conduct himself in a manner which in the opinion of the Council shall be inconsistent with his remaining 30 a, Member of the Institute shall be liable to be excluded from Membership of the Institute by the votes of two-thirds of the Members of the Council present and voting at a meeting of the Council specially convened for the purpose with notice of the object.Exclusion49. If any Member of the Institute is in arrear in respect of from Membar- ship for non-any subscription or other sum payable by him under the bye-laws payment of of the Institute for one year after the expiration of the time at subscriptions&C. which the same became payable he shall thereupon (unless the 5 Council otherwise determine) cease to be a Member. Proviso for50. Provided always that any person who has ceased to be a re-ad mission Member under any one or more of the three last preceding sections of of personsceasing to be this Act may at any time be re-admitted a Member by a resolution Membersunder three of the Council passed by the votes of not less than two-thirds of the last-precedingsections.10Members of the Council present at a special meeting of the Council duly convened with notice of the object of the meeting and such re-admission may be made upon and subject to such terms and conditions as may be specified in that behalf by the resolution.51.If any person cease for any cause whatever to be a Persons ceasing to be15 Member of the Institute he shall not nor shall his representatives Members to have no claimhave any interest in or claim against the funds or property of the on fundr kc. The Institute from time to time by resolution of a general Power to make meeting coniirmed at a subsequent general meeting held not less byelaws. 20than seven and not more than twenty-eight days after the former meeting may make such bye-laws as they think fit, for all or any of the following purposes and ]3?-s+inlike manner from time to time rescind or vary any such bye-laws and make others in their stead (namely) :-25 For regulating the terms and conditions (other than but not inconsistent with those specizlly mentioned in this Act) for and the mode of admission of Associates and the election of Fellows of the Institute ; For appointing the fees and the annual sums for certificates 30 of Membership and other sum.s to be paid by Fellows or Associates of the Institute and the times or periods at which such fees or annual or other sums shall be pay-able ; 9 E lrts titzcte of Chemistry.For regulating the mode time and place of summoning and holding general meetings and special meetings of the Institute and the mode of voting including (if so thought fit) the voting by proxy or by proxy papers and the conduct of proceedings at any such meetings ; For regulating the mode of nomination of Fellows of the Institute for election to the Council and the giving of notice (if so thought fit) of such nomination and the conduct of the election ; For regulating the appointment of trustees and their powers 10 and duties and the disposal of the moneys and property of the Institute; For regulating the appointment election rota tion retirement and remuneration of an Auditor or Auditors ; For regulating the appointment employment and remunera- 16 tion of a Registrar Secretary and other officers and servants ; For the formation of one or more class or grades of Students and for regulating the number and times and places of holding examinations whether preliminary intermediate 20 or final of candidates for the position of Fellow or Associate of the Institute and the subjects for and the manner &-conducting all or any such examinations and the conditions on which the Examiners shall hold office and their remuneration ; 26 For regulating the terms and conditions on which certificates shall be granted to Members of the Institute; And generally such bye-laws as from time to time seem requi- site for the better execution of this Act and the further- ance of the objects of the Institute ; 30 but no bye-law shall be made by the Institute providing for exclu-sion from Membership of the Institute for any cause nor shall any bye-law made by the Institute be repugnant to law or to any pro-vision of this Act.Institute of Chemistry. 17 53.Bye-laws made by the Institute shall not have effect until $"ytrbJOf they have been submitted to one of Her Majesty's Principal Secre- ~~ Of ~~~~ taries of State and allowed by him as not beyond the authority of the Institute and not repugnant to law or to any provision of this 5 Act. 54. The Institute shall cause all bye-laws when allowed with printingandproof of bye-the form of allowance to be printed and a copy of bpe-laws pur-lawe. porting to be made by the Institute under this Act and to be allowed by one of Her Majesty's Principal Secretaries of State and to be 10printed by direction of the Institute and to be authenticated by their Common Seal and the signature of their Secretary shall be evidence of the existence and contents of such bye-laws and of the due making and allowance thereof without proof of such seal or signature or of any other thing.15 55.
