A variational principle is set up in the framework of relativistic density functional theory, which yields the relativistic linear-response relation between displaced chargev(x) and weak perturbing potentialV(x) in an electron liquid. In particular, the kinetic energy is calculated to second-order in the displaced chargev(x).
