Abstract.The Annual Conference, held in Toronto, September 5–7, 1973, was the twenty‐fifth Annual Conference of the Institute of Public Administration of Canada. In commemoration of that special event, this slightly modified version of the Presidential Address traces the origins of the Institute's programs in addition to describing the activities of the past year. The development of the Institute is divided into three main stages. In the description of these stages particular attention is given to the important contributions of members of the Institute and to the significance of a sound financial base and a strong secretariat. The paper culminates with a summary of the report on The Select Committee on The Present and Future Activities of the Institute.Sommaire.La Conférence annuelle qui a eu lieu à Toronto du 5 au 7 septembre, 1973, marquait la vingt‐cinquième Conférence annuelle de l'Institut d'Administration publique du Canada. En commémoration de cet événement spécial, le format de ce discours présidentiel, résumant habituellement les activités de l'année précédente, a été quelque peu modifiéà fin de tracer les origines des programmes de l'Institut. Le développement de l'Institut peut se diviser en trois périodes principales. Au sujet de ces trois périodes, il faut noter en particulier les contributions importantes des membres de l'Institut et la signification d'une base financière solide et d'un secrétariat énergique.
