摘要:
Although the need for new systems (instead of constant maintenance of older systems) is often quite apparent to the MIS department, their advantages are not so readily realized by senior management –which sees only costs and risks instead of benefits. As a result, MIS managers must prove the costs and benefits of such projects. This column examines the difficulty of measuring the costs and benefits of four generations of systems –batch, online, DBMS based, and maintenance motivated – and explains why MIS managers should not only rewrite old systems but turn their attention toward the development of new and innovative systems.

When planning to hire a software consultant, MIS managers often do not discuss their job expectations with the consultant and fail to psychologically prepare their staff and physically prepare a sufficient work area before the consultant arrives for work. As a result, both time and money are lost. This column provides a checklist of questions MIS managers should answer before hiring a software consultant and describes several tasks MIS managers should complete to properly prepare for a consultant's arrival.

Despite the importance of the topic, there are very few books about MIS economics, and most of those that are available are of an academic nature. One book that does offer a practical and unique view of how MIS managers can justify the “worth” of their systems is reviewed in this column. Also reviewed are two books offering strong opinions about two different MIS concerns – implementing CASE and improving productivity with structured walkthroughs.
