Much has been written about how the management of information technology must change so that the enterprise can gain (or maintain) a competitive edge. To accomplish this, the way information technology is financially justified must also change. This article addresses the problem of how to measure and justify the necessary investments in information technology using enterprisewide information economics (EωIE), which provides a taxonomy and an action plan for financial justification of information technology.

Most organizations have more investment alternatives than resources to invest. Therefore, they hope that the benefits of the system they choose to invest in will be greater than the alternative systems they rejected. An accurate cost/benefit analysis must take into account the time value of money, the risks inherent in the development of a new system, and the costs and benefits of a system throughout its life cycle. This article describes four approaches to comparing the costs and benefits of a proposed system.

Office automation (OA) technology is an investment that can provide an organization with both tangible and intangible benefits. To prove the existence of these benefits, MIS managers must evaluate OA's advantages to justify the costs of this technology. Because most MIS managers face budget cutbacks at one time or another, they should be prepared to reduce certain departmental expenditures. This article presents the results of a survey in which 79 MIS managers ranked 18 alternative actions to reduce expenses, including elimination of external consultant assignments and reduction of end-user computing support.

Because of changes in the work environment, motivating MIS personnel has become more challenging to both MIS managers and CIOs. Although studies show that most of these employees (with the exception of maintenance personnel) enjoy their work, MIS managers still need to improve elements of their staffs' jobs (e.g., salary and opportunity for advancement) to maintain the quality of their staffs' work. To show how the task of motivating MIS personnel has changed, the author presents some results from his research on motivation factors of MIS professionals.

A recent survey shows that most people access computer resources without the benefit of clear standards of ethical and legal behavior in the MIS environment. This uninformed access leaves the organization – which is the legal custodian of computer data and software–susceptible to theft of resources and privacy and copyright violations as well as legal prosecution from law enforcement authorities. This article describes a survey of a cross section of MIS personnel and other system users in business, academia, and law enforcement and analyzes its results in the context of the current legal and ethical environment. It also suggests several remedies for reducing an organizations exposure to computer crime.

Each generation of programming languages has made applications easier to develop. In recent years, the use of fourth-generation languages (4GLs) has allowed many users, formerly alienated from the systems development process, to fulfill their own information needs. MIS professionals, however, have reacted negatively to the use of 4GLs. This article presents a survey of MIS professionals, who reveal their perceptions of the use and productivity of 4GLs as well as some of the obstacles that prevent them front using 4GLs in their organizations.

This article presents an approach to the structuring and application of an executive information system (EIS) directed at comparing the productivity and effectiveness of information technology within an industry and of organizations within that industry. Although a case study focusing on the electric utility industry is used, the structure can be applied to various industries in which the application of information technology is similar between organizations and data is reasonably available. The article describes the advantages of an EIS over traditional means of communicating complex data to management. A framework for comparing resources and systems between selected organizations is developed to address organizational productivity at various levels of detail.

Because most of the expenses in an MIS budget are not as apparent as other departmental budgets, senior managers often cut the MIS budget when they need to control financial costs – without realizing the impact on end-user departments. To avoid these arbitrary cuts, MIS managers face the difficult task of justifying their budget increases. This column describes how MIS managers can save their budgets from unnecessary cuts by promoting MIS expenses as capital investments and by planning for future costs.
