Abstract:This paper will develop the topic of learning through technologies from the viewpoint of research and development actions undertaken by the European Community in particular, R&D on flexible and distance education which is the focus of one of the programmes on telematic systems for general interest. AbstractThis paper starts with some reflections on the policy considerations and priorities which are shaping European Commission (EC) research programmes. Then it attempts to position the current projects which seek to capitalise on information and communications technologies for learning in relation to these priorities and the apparent realities of the marketplace. It concludes that while there are grounds to be optimistic about the contribution EC programmes can make to the efficiency and standard of education and training, they are still too technology driven.

AbstractThis paper describes an approach to the design of interactive multimedia materials being developed in a European Community project. The developmental process is seen as a dialogue between technologists and teachers. This dialogue is often problematic because of the differences in training, experience and culture between them. Conditions needed for fruitful dialogue are described and the generic model for learning design used in the project is explained.

AbstractThis paper begins with a description of ongoing research which has the objectives of designing and producing a Danish business course for speakers of English, and of investigating the design of multimedia language learning systems in general. It then discusses certain aspects of the role and overall philosophy of LINGUA, a European Community Programme to promote Foreign Language Competence. It concludes that the statistics of activities may be impressive, but that new insights into language learning are few.

AbstractIn the context of current European programmes it is in vogue to point to complementarity between projects in different programmes. This complementarity is often seen as a self‐evident good. Whilst agreeing with the sentiment this paper will stress that ‘self‐evidence’ is not sufficient. Complementarity must be demonstrated both in terms of a rationale and in practice.
