The ninth and last session of the Coordinating Council for the International Hydrological Decade was held at Unesco House in Paris a few days before the End‐of‐Decade Conference and Celebration of the Tercentenary of Scientific Hydrology. The council session ended on a note of nostalgia for the IHD's ten‐year effort and‐a note of hope for the succeeding International Hydrological Program (IHP).The principal accomplishments of the session were the termination of the mandates of the existing working groups, the submission of recommendations to the Unesco General Conference for the completion of publications begun but not yet issued, and the preparation of recommendations to the Intergovernmental Council of the IHP concerning the operations of working groups and

United States participation in the post‐Decade International Hydrological Program (IHP) is being organized in general accordance with the recommendations made by the Panel on Post‐Decade Procedures established by the U.S. National Committee for the International Hydrological Decade (USNC/IHD).One of the principal recommendations of the report ‘United States Participation in the International Hydrological Program, 1975—’resulted in the acceptance by the U.S. Geological Survey, at the request of the Department of State, of lead‐agency responsibility for U.S. participation in the IHP. Approximately 300 participants from some 25 countries attended the Tenth Congress of the International Association of Hydrogeologists (IAH). Principal topics discussed included (1) pollution and protection of groundwater and subsoil, (2) contributions of hydrogeology to the representativity of analog and mathematical models, (3) regional hydrogeology and recent progress in hydrogeology, and (4) remote sensing applied to hydrogeology.A preprint volume of the papers given at the congress was available under the title: Communications of the Congress of Montpellier, France, 1974, Memoir 10 of the International Association of Hydrogeologists. Memoir 10 was published by the French Committee for IAH with the cooperation of the (French) National Center for Scientific Research. Of the 59 papers included, 19 are in English, and 3 of these were from the United States. All the other papers are in French.

Gilbert F. Cochran, recently of the Desert Research Institute of the University of Nevada system, joined the staff of the U.S. National Committee for the IHD in October. He succeeds Henry S. Santeford, Jr., who resigned in May to become a research hydrologist with the National Weather Service in Anchorage, Alaska.Since 1968 the new staff officer has been, successively, associate research professor, acting director, and deputy director of the Center for Water Resources Research at the Desert Research Institute. During this period he taught graduate level courses in hydrology (principally in ground water‐related fields), and served as a student advisor and on graduate examining committees. Unesco, Paris, 135 pp., 1974.This book is the latest of many valuable publications that have been contributed by Unesco to the IHD (1965 1974). It provides a brief but comprehensive summary and analysis of aquatic vegetation in its various aspects as they are related to man's management and use of surface fresh water resources. The publication was prepared in response to a recommendation by the ad hoc panel of world experts on the ecology and management of aquatic vegetation convened at Paris in December 1968.

These form part of the Unesco seriesTechnical Papers in Hydrologyand were prepared by hydrologists from several different countries, all of whom are involved in the academic field.

This report is an authoritative summary of many hydrologic techniques, which are presented in the context of their application to the planning and design of water resources projects. The author does not claim that the work is exhaustive in scope but presents those techniques with which he is most familiar. Although other techniques are in use, those presented cover the intended scope of the report adequately.
