Motivated in part by model predictions that Arctic regions will be subject to disproportionate warming as the Earth's radiative balance shifts, the National Science Foundation recently established a new Global Change Research Program known as Arctic System Science (ARCSS). While ARCSS recognizes the Arctic system as a central element of global climate, it also acknowledges that there is insufficient data on physical, chemical, and biological processes in the Arctic to understand its role in climate change.In the same time frame, the Arctic Ocean Science Board created the International Arctic Polynya Program to focus on critical roles that polynyas may play in the dynamics of the Arctic environment. Although they comprise only a small part of the Arctic region, these open bodies of water in sea ice can account for a significant fraction of the midwinter energy exchange between atmosphere and ocean. Polynyas are also believed to be sites of dense‐water formation and elevated biological activity. The concept of physical, chemical, and biological processes occurring at enhanced rates in an Arctic region small enough to be studied directly has focused attention on polynyas as potentially excellent models of the consequences of global change at high latitude

The president's U.S. Geological Survey budget request for fiscal year 1994 totals $598 million—up $20 million from the current budget. Scientists from solar, magnetospheric, and ionospheric physics and geomagnetism, as well as forecasters of solar‐terrestrial conditions and users affected by the solar‐terrestrial environment attended the Solar‐Terrestrial Prediction Workshop, held from May 18 to 22, 1992, in Ottawa, Canada. More than 150 scientists from seventeen countries came together to communicate and exchange their knowledge and expertise on the forecasting of solar‐terrestrial conditions.This meeting was the fourth in a series organized by the International Ursigram and World Service (IUWDS), a joint service of the Union Radio Scientifique Internationale (URSI), the International Astronomical Union (IAU), and the International Union of Geodesy and Geophysics (IUGG). Geological understanding of age and horizontal variations of oceanic plates from mid‐ocean ridges to deep‐sea trenches, including interactive phenomena between continental and oceanic plates, especially in areas transecting trenches, arcs, and back‐arc basins was addressed at the 1992 Workshop on the Global Undersea Research Program, held at the Japan Marine Science and Technology Center (JAMSTEC), Tokyo, Japan, from September 2 to 4, 1992. The meeting was held following a proposal at the 1991 International Symposium to commemorate the 20th anniversary of JAMSTEC to hold a workshop on undersea research to discuss the utilization of undersea devices such as manned submersibles and remotely operated vehicles (ROVs).The goals of the September meeting were to improve research cooperation among organizations using manned submersibles or ROVs; to support more effective research programs by avoiding unnecessary research duplication; and to discuss new technologies, scientific needs, and functional requirements for hardware being developed for manned submersibles and ROVs. 摘要:
Pacific drift currents were used by a group of oceanographers to estimate the path of a drift bottle that was found on a beach of Barkley Sound in Vancouver Island by Richard Strickland on June 10, 1990. The Chinese rice wine bottle, which remained unopened until December 18, 1991, contained six leaflets, one appealing for the release of China's well‐known dissident, Wei Jingsheng. The bottle was one of thousands set adrift as part of a propaganda effort from the islands of Quemoy and Matsu off mainland China shortly after Wei was sentenced in 1979 to 15 years in prison (see Figure 1 for locations). Wei was in poor health and still in prison when the bottle made its way across the Pacific Ocea
