摘要:
It is no coincidence that the founding of the Planetology Section of the American Geophysical Union in 1968 came during the decade that the United States and the USSR were launching the first spacecraft to the moon, to Mars, and to Venus. Although astronomers had been studying the planets for centuries, for the first time large numbers of earth scientists, physicists, and chemists were attracted to the study of the solar system. Scientists working in fields such as meteorities, meteorology, and mineralogy, which both hitherto have been quite isolated from one another, gradually realized they had many common scientific interests and problems. These interrelationships have been greatly accentuated following the Apollo lunar landings and the return of samples from the moon. The developments of many years in the fields of geology, petrology, geoehronology, seismology, geomagnetism, and innumerable other fields were quickly brought to bear on the study of a new planetary body.

In 1964 at the Fourteenth General Assembly Unesco, Continental Drift was mentioned as one example of an important subject which required international cooperation for its proper investigation and which particularly concerned countries in the southern hemisphere. It was recognized that geography imposes difficulties in arranging meetings between scientists of countries in the southern hemisphere.

The Institute for Water Resources (IWR) of the U.S. Army Corps of Engineers is engaged in a continuing program of research, study, and evaluation aimed at achieving effective public involvement in Corps of Engineers' water resources programs. The institute is interested in establishing informal liaison with any college, anrversity, agency, consulting firm, or individual in the U.S. or Canada engaged in research or practice in this relatively new area of water resources concern to exchange information and insights regarding these activities that might be of mutual benefit.

On December 5, 1971, a major item on the agenda of the meeting of the Council was the proposed revision of the Statutes and Bylaws of the Union.The Council, after debating every item in the proposed revision and noting that four provisions were especially significant, instructed the Executive Director and the Chairman of the Statutes and Bylaws Committed, William Durbin, to provide that the general membership be made aware of these tentative provisions prior to the April 1972 meeting.
