In a 1975 letter to me, Jim Dungey mentioned that the idea of the “open” magnetosphere came to him in a sidewalk cafe in Montparnasse, France, while preparing a lecture. When the AGU Committee for the History of Geophysics was established, I asked him to tell his story to AGU members, which he did (Eos, May 18, 1982, p. 412, abstract SM31‐1).The Monday after the lecture, Jim visited Goddard Space Flight Center (Greenbelt, Md.). Because his brief talk seemed to leave many questions unanswered, I asked him if he would discuss some of them with me and record his answers on tape. Tis the season to be jolly, but it is difficult, given the budgetary outlook for fiscal year (FY) 1987. The National Science Foundation (NSF) appropriation bill was signed by President Reagan on October 18, 1986. It provides $1622.9 M (M = million), which is $164.9 M or 11.3% over the post‐Gramm‐Rudman‐Hollings (GRH) level for 1986 and $62.9 M less than the FY 1987 request.
