Frederick L. Scarf, chief scientist for Space Research and Technology in the Applied Technology Division of TRW Space and Technology Group, died suddenly July 17, while in Moscow attending the launch of the Russian missions to Phobos.Fred died “with his boots on,” carrying out responsibilities that combined scientific, political, and international cooperation with the adventure and excitement of space exploration he loved so well. His presence in Moscow symbolized a reinvigorated era of Soviet‐American cooperation: Both Phobos spacecraft carried into space the newest Soviet built plasma wave experiments, in which Fred was an invited coinvestigator. The second annual Northeast Paleomagnetics Workshop was held at Lehigh University on September 24. The meeting provided an informal forum for students to practice presenting their work and for workers to discuss the nuts and bolts of doing paleomagnetism. The first paleomagnetics workshop was held in September 1987 at Syracuse University under Peter Plumley's direction.More than 30 students and researchers from 14 institutions in the northeastern U.S. and southeastern Canada attended the conference, with 17 participants giving short presentations. Looser time constraints than typically observed at AGU meetings allowed uninhibited discussion during and after each of the talks. Topics covered ranged from interpreting Taconic overprints and recognizing strain and remagnetization in Appalachian rocks to the effects of overlapping coercivity spectra on directional distributions, AMS instrumentation problems, and the confidence interval about the angle between 2 poles.

For several months the Continental Lithosphere Program (CL) of the National Science Foundation has been subject to a major review. The process was stimulated by a series of budget setbacks over the past few years. Although Presidential budget requests have been very favorable for the Division of Earth Sciences (EAR), and there has been strong support within the National Science Foundation and Congress, actual appropriations by Congress have been disappointing.In each year the final allocation to EAR has been affected by external factors beyond the control of the Foundation. In the four fiscal years from 1986 through 1989 the factors include reductions tied to the Gramm‐Rudman deficit reduction measures, congressional reaction to the October 1987 stock market crash, and two years of protection for the Ocean Sciences part of the NSF budget that was paid for from the budgets of the Atmospheric and Earth Sciences division

About 1000 scientists from all over the world met in March in Bologna at the European Geophysical Society's 13th General Assembly. The meeting sessions were divided among the joint sessions and the three sections of EGS: Section I, Solid Earth and Planets; Section II: Hydrospheres and Atmospheres; and Section III: Upper Atmospheres, Ionospheres, Magnetospheres, and External Geophysics. The joint sessions report was inEos, October 18, p. 970. A report on Section I meetings follows. Reports on Section II and Section III meetings will appear in future issues ofEos.

AGU President Don L. Anderson has asked the Union's Public Affairs Committee to draft a letter proposing a new position in the office of Science Advisor to the President of the United States. The senior‐level appointee would advise on issues related to the Earth sciences in their broadest sense.In developing the letter, the committee will serve as a panel in accord with AGU policy on developing advocacy positions and will report to the AGU Council at the December meeting during the AGU Fall Meeting in San Francisco. The National Research Council is accepting applications for the 1989 Resident, Cooperative, and Postdoctoral Research Associateship Programs in science and engineering. NRC administers the awards for 30 federal agencies and research institutions, which have 115 participating laboratories in the U.S.About 450 new full‐time Associateships will be given for research in biological, health, behaviorial sciences and biotechnology; chemistry; Earth and atmospheric sciences; engineering and applied sciences; mathematics; physics; and space and planetary sciences. Most of the programs are open to recent Ph.D.s and senior investigators and to citizens of the U.S. and other countries.
