NOAA Administrator Richard A. Frank, in an address before the 59th Annual Meeting of the American Meteorological Society in Reno, Nevada, on January 15, outlined a plan for enhancing NOAA's relations with academic and research institutions. More reliance on the resources available in these institutions will enable NOAA to use its increasingly limited personnel resources more effectively. The elements of the plan as outlined by Frank are as follows:NOAA will aim to increase substantially its use of academic and research institutions for performing research in support of its mandates. While the basic criteria will still have to be who can perform the research best and who can do so in the most cost‐effective manner and while NOAA must still maintain a high‐quality research nucleus of its own, specific goals will be set for each component to make sure that outside research is substantially increa

The Geology and Geophysics of the Geysers Geothermal Area Field Trip on Sunday preceding the 1978 Fall Meeting was full. The bus trip to the area 70 miles north of San Francisco featured detailed discussion of the geology of the area, glimpses of differing strata in road cuts, and a useful summary/handout on the Geysers area.The AGU bus was met by two representatives of the Union Oil Company, which operates numerous generating plants on the geothermal steam. The Union representatives provided everyone with copies of a July 31, 1978,Fortunearticle detailing Union's continuing geothermal development plans. Currently drilling the Imperial Valley and the Los Alamos area, Union is western states.

Probably my most illuminating experience on the Hill as the American Geophysical Union Congressional Science Fellow has been in understanding how the Congress and the federal government work. The continuous interface with government agencies at the federal, state, and local levels, as well as with congressional subcommittees and congressmen, constitutes the daily classroom setting for the Congressional Science Fellow. Familiar words and terms often used in Systems Engineering, such as ‘legal, institutional, social and political considerations and constraints,’ now carry much deeper connotations. They are not merely theoretical or abstract terms, but rather very real ones that can be associated with my discussions with congressmen and representatives of federal, state, and local agenc
