“If only NOAA would embrace the Landsat satellite system, rather than trying to abandon it, then NOAA would be taking a giant step toward establishing its proper leadership role in global environmental science.” This statement was made by James H. Scheuer (D‐N.Y.), chairman of the House Subcommittee on Natural Resources, Agriculture Research and Environment at a hearing on the National Oceanic and Atmospheric Administration's Fiscal Year 1992 budget, on April 11.Responding to a report by the Committee on Earth and Environmental Sciences (CEES), which stated that Landsat data is critical to the understanding of global warming, Scheuer is perplexed that NOAA would not want to fund Landsat 7 and that NOAA can have towering leadership and support of global climate research but tepid support of the Landsat part of the program. NOAA requested a 66% increase in funding for FY92 for the Global Climate Change Research program ($31 million total). Operational costs of Landsat 4 and 5, currently in orbit, and Landsat 6, scheduled for launch in May 1992, are part of NOAA's FY92 budget. “The politics of science and technology has returned with a vengeance—or perhaps it never left,” Mary Good, head of the National Science Board, told a gathering of Washington scientists and policy‐makers on March 30. Good addressed a spectrum of U.S. science issues, providing a chance to take the pulse of an important science policy‐ maker. The 24‐member board that she chairs sets policy for the National Science Foundation.Good strongly criticized current attempts in Congress and elsewhere to create one over‐arching policy for science, technology, and competitiveness. “We need to get these three areas separated out,” Good said. “They are truly three different subjects.” The issue is part of an on‐going debate in Congress over the character of U.S. industrial policy. Congressional committees often ask how a science program under scrutiny will contribute to the nation's ability to compete in the world marketplace. “My cohorts in industry say that the one thing we must have from the universities is quality manpower; that's the first priority,” Good said. For her paper, “Geodetically Determined Zone of Localized Deformation along the Northern Ventura Basin,” Andrea Donnellan, a Ph.D. student at the California Institute of Technology, has received the Geodesy Section's Outstanding Student Paper Award. Donnellan presented her paper at the AGU Fall 1990 Meeting, held December 3'7 in San Francisco.Donnellan's paper presents her interest in the tectonics of Southern California, citing results achieved with the use of the Global Positioning System (GPS) to study rapid, ongoing deformation in that region's Ventura basin. Donnellan received her bachelor's degree from Ohio State University in 1986. While an undergraduate, she spent three seasons in Antarctica studying the ice streams of West Antarct
