摘要:
It is a little more that 10 years since the titan of geophysics died in Texas, the state of his birth and youth. Strangely, apart from the elegant biographical tribute of Sir Edward Bullard in a Royal Society journal [Bullard, 1975], little else has been written, especiallyin his native country. Here at Lamont he is not too well remembered becausemost of those who worked closely with him are gone. Those whom he inspired directly by his enthusiasm and imagination and who formed the backbone of Lamont in its critical growing stage have moved on to key positions elsewhere.

Reductions proposed by the Reagan Administration for the National Oceanic and Atmospheric Administration (NOAA) in the fiscal year 1986 budget proposal that was submitted to Congress early in February met with criticism and concern in an initial round of hearings held by several subcommittees in the House of Representatives. Reductions in funding and a delay of NOAA's Next Generation Weather Radar (NEXRAD) system, the administration's desire to cut NOAA's polar orbiting satellite system to one satellite, as well as the administration's annual drive to terminate the Sea Grant College Program and the Coastal Zone Management (CZM) Program were among the proposals most strongly opposed by Congress.

A year on the Hill proved to be a turning point indeed for me. Although I, unlike manyof my colleagues in the Congressional Science Fellowship, overcame “Potomac Fever” and returned to my home base with the U.S. Geological Survey in Menlo Park, Calif., the imprint of that year in Washington was indelibly stamped.
