Once again, forecasters from both the National Oceanic and Atmospheric Administration's (NOAA) National Weather Service and the Scripps Institution of Oceanography's (SIO) Climate Research Group have independently formulated extended winter weather forecasts for the continental United States for December 1984 through February 1985. This year both groups have devised generally agreeing forecasts: Colder than normal weather in the western part of the nation, generally milder temperatures in the east (Figure 1), and on the whole, more than average precipitation over the entire nation (Figure 2). Both teams of forecasters use, in part, data on ocean surface temperatures collected in the North Pacific and North Atlantic as indications of likely weather patterns over the continents.First the National Weather Service's forecast: According to Donald L. Gilman, chief of the Predictions Branch at NOAA's National Weather Service, the greatest chance, or 60%, for colder than normal weather this winter is found in Utah and portions of Idaho, Wyoming, Colorado, New Mexico, Arizona, and Nevada. Surrounding this region, extending eastward from the Cascade and Siena Nevada mountains across the Great Basin and into the Rocky Mountains and the High Plains of Colorado, New Mexico, and west Texas, is an area that NOAA forecasters have given a 55% chance of colder than normal winter temperatures.

In recent Forum articles (Eos, October 23, 1984, p. 770), P.J. Baum and A.J. Dessler have commented on the peer review system as implemented in the Space Physics section of JGR. The issues they raise are important, and as current editor I welcome the opportunity to express my views on them.As is evident from the review form presently used in JGR‐Space Physics and shown in Figure 1, I share the concern expressed by Baum and Dessler that the review process should permit significant new and unorthodox ideas or results to be published. Apparently, Baum feels that the form is a negative influence in this respect.Eosreaders may judge for themselves, but I must confess to surprise at this reaction, since the objective of maintaining the journal as an open forum for diverse scientific viewpoints is spelled out very clearly and since referees are asked to present constructive criticism whenever possible. In my experience, most referees have no difficulty relating the information on the back side of the form to the summary evaluation on the front side, and they are quite willing to recommend acceptance of high‐quality papers containing controversial but well argued views. Thus I believe the form serves its purposes well. Nevertheless, I would welcome concrete suggestions for improvement of

The European High Pressure Research Group held its 22nd meeting September 11–14 at Aussois, France, located in the French Alps east of Grenoble. This was a lively meeting which included 120 researchers from throughout Europe, North America, and Asia. The emphasis was mainly on physics and chemistry at high pressures, but one of the half‐day sessions was specifically devoted to geophysics and planetary physics. In addition, much of the discussion throughout the meeting raised issues that are of interest to those in mineral physics and experimental geophysics. The proceedings, which will be published in theJournal de Physique‐Colloque, should appear in 1985, and a few highlights are described

The multichannel seismic (MCS) reflection technique, developed by the oil industry for petroleum exploration in sedimentary basins, has proven to be a powerful tool for imaging subsurface geology in a wide variety of tectonic settings at a scale suitable for detailed investigations of geological structures and processes. In the ocean basins, MCS studies have provided new insight into the tectonic history of rifted and convergent continental margins, the structure of the oceanic crust and midocean ridges, and the sedimentation history and paleoceanography of deep ocean basins. MCS techniques have thus developed into an important tool for marine geological and geophysical research.The National Science Foundation recently sponsored a Workshop on the Future of Academic Marine Multichannel Seismology in the United States, held in Boulder, Colo., on March 19–20, 1984, to review the current state of marine academic MCS in the United States and to make recommendations on the facilities and funding required to meet future scientific needs. The workshop, which was convened by Brian T.R. Lewis of the University of Washington, included 19 scientists representing the major U.S. oceanographic institutions with interests in marine seismic work. This article summarizes the major recommendations developed at this workshop, which have been included in a more comprehensive report entitled ‘A National Plan for Marine Multichannel Seismology,’ which has been submitted to the National Science Foundation for future public
