The proposal evaluation process at the National Science Foundation (NSF) got a mixed review from the scientists that apply to the agency for funds, according to the results o f a new survey.In 1986, NSF surveyed all o f the more than 14,000 scientists and engineers that had proposals awarded o r declined in 1985. More than 9500 returned the questionnaire, and their responses and comments form a statistical portrait of the people that use the proposal evaluation system—both successfully and unsuccessfully—and their attitudes toward

Metalliferous hydrothermal systems and other volcanic manifestations related to subduction zones are well known from areas like the Aegean (Santorini), the Kuriles (at Ebeko volcano, for example), and off the Antarctic Peninsula (Deception Island). Iron‐rich deposits have been encountered at all these sites [Gorshkov, 1958;Elderfield, 1972]. However, direct observations through a cross section of such hydrothermal systems seem to be lacking, despite the existence of extensive studies over the last few decades of processes related to the genesis o f metalliferous hydrothermal systems, made partly through the international seafloor drilling program. It is apparent that such cross‐sectional observations could greatly advance our understanding of ore‐forming processes and hydrothermal systems. The volcanology bulletins published since the early 20th century by the Hawaiian Volcano Observatory (HVO) are now available as a three‐volume set. In this collection, the contents ofThe Volcano Letterand other early HVO publications are fully indexed for the first time.The HVO collection, entitledThe Early Serial Publications of the Hawaiian Volcano Observatory, was inspired by the Smithsonian Institution's 1987 reprintThe Volcano Letter, 1925– 1955. The new work includes an index toThe Volcano Letteras well as to the other early HVO publications, a long with a bibliography. In the preface to the HVO volumes, compilers Darcy Bevens, Taeko Jane Takahashi, and Thomas L. Wright explain that this collection completes the reprinting o f the early HVO serial publications. Each volume is separately paginated and indexed, and the collection spans works from 1913 to 1

Nearly 80 years ago, Yugoslavian seismologist Andrija Mohorovicic recognized, while studying a Balkan earthquake, that velocities of seismic waves increase abruptly at a few tens of kilometers depth , giving rise to the seismological definition of the crust. Since that discovery, many studies concerned with the nature of both the continental and oceanic crusts have appeared in the geophysical literature.Recently, interest in the continental crust has cascaded. This is largely because of an infusion of new data obtained from major reflection programs such as the Consortium for Continental Reflection Profiling (COCORP) and British Institutions Reflection Profiling Syndicate (BIRPS) and increased resolution of refraction studies. In addition, deep continental drilling programs are n ow in fashion.The Continental Crust: A Geophysical Approachis a summary of present knowledge of the continental crust. What should one expect at a birthday gathering for an idea that suffered disdain from birth, but was later transformed overnight into the ruling global theory of the Earth sciences? Tom Hilde and Richard Carlson (Texas A&M University, College Station, Tex.), under the auspices of the Texas A&M Geodynamics Research Institute, with the cooperation of the National Aeronautics and Space Administration (NASA) , the Inter‐Union Commission on the Lithosphere, and the U.S. Geodynamics Committee, convened an unprecedented gathering of the makers of Earth science's modern revolution and a large number of their foremost disciples at Texas A&M April 22– 24 , 1987.Those who missed the show will have to read for weeks to learn of the panoply of profound new developments across the broad front of research bearing on plate tectonics, but those with an interest in their own intellectual genealogy will not be able to recapture the sense of historic moment that pervaded Rudder Tower Conference Center as many of the old revolutionaries opened windows on the past. Of the 20 key participants or originators who were invited to speak, all but four sent abstracts. Pleased and surprised by this strong response, the convenors found themselves in the rather difficult position of having to limit the number of talks by nonoriginators to 20. For Don Eckhardt, editor of AGU'sGeodynamicsbook series, the scope of subjects appropriate for inclusion in the series is wide. “ The forces implied in the term ‘geodynamics’ operate on this planet on all scales and from the surface deep into the interior,” he says. The articles collected in the red volumes are often united, he suggests, by “an emphasis on common techniques as much as by subject matter.”Like the potential range of topics in the geodynamics series, the breadth of Eckhardt's professional responsibilities is large. As director of the Earth Sciences Division at the Air Force Geophysical Laboratory (AFGL) at Hanscom Air Force Base near Bedford, Mass., he oversees research and development in geodesy, gravity, seismology, geology, and dynamical astronomy. He administers more than 50 outside contracts while actively conducting theoretical and applied research of his own. With 72% of the 191 stations in the United States, southern Canada, and Puerto Rico reporting streamflow in the normal to above normal range, 1988 had the second‐lowest streamflow for a January in the last 6 years, U.S. Geological Survey hydrologists report. In December 1987, 75% of the stations had reported flows in the normal to above normal range, and 75% of reportin g reservoirs had contents near or above average. In January 1988, 74% of the reservoirs had contents in that range.The Pacific northwest continued to experience below‐normal streamflow conditions and to have l ow reservoir contents, while the southern Great Plains of Kansas, Oklahoma, and contiguous states had persistently high streamflow. The combined flow of the Mississippi, the St. Lawrence, and the Columbia rivers (the three largest rivers in the contiguous United States) rose 51% from December to January to reach an average of 1,214,800 cubic feet per second (cfs), which is 22% above med
