摘要:
Each year the difficulty in justifying and receiving permission for foreign travel seems to increase. This problem affects academic, industrial, and governmental agencies. The purpose of this note is to argue that each agency should be able to decide within its budget but without interference by unreasonable administrative regulations what travel its staff makes in order to compete in the technical world.

It is five years since the first human beings landed on another planet and then returned to earth. It is almost two years since the last Apollo mission returned to earth from the moon. The excitement of Apollo 11 which reached a large proportion of the population of planet earth is now a quiet, majestic fact in history. The excitement and interest in scientific aspects of all the Apollo missions is active and has grown into an evolving study of our sister planet.

Many of the basic concepts relating to displacement fields associated with earthquakes were lucidly described by H.F. Reid in his discussion of the mechanism of the 1906 San Francisco earthquake, originally published in 1910 and recently republished [Reid, 1969]. His presentation is a natural beginning point for a modern discussion.

With the decline of ancient civilization—the successive incinerations of the great Library of Alexandria in the fourth century and the Moslem conquest of Egypt in the seventh—it remained for Persian and Arabian scholars to assemble, record, and continue to enlarge knowledge. The western world became aware of this heritage during the Crusades of the twelfth century when translations of Arabic records became available in Latin and various other tongues. Recent inquiries about the activities of the U.S. National Committee for Geochemistry and its functions have resulted in an attempt toward improved dissemination of information to geochemists and others interested in the field. It is the committee's intent to report regularly in this and perhaps other appropriate organs on its meetings and other activities of interest, including those of its separately supported Subcommittee on the Geochemical Environment in Relation to Health and Disease, and activities of its ad hoc panels, such as the Panel on Orientations for Geochemistry.

A National earthquake program aimed at reducing hazards to life and property and minimizing disruptions of government, business, and private activities is spelled out in a report just published and free on request from the U.S. Geological Survey, Department of the Interior.In the report describing the USGS Earthquake Hazard Reduction program, Robert E. Wallace, a scientist of the Survey's Menlo Park, California, field center who wrote the report, emphasizes that earthquakes pose a serious and growing threat to the nation.

The seemingly common occurrence of flood channels on Mars can be traced to the sudden melting of buried deposits of frozen carbon dioxide, according to a theory advanced by Daniel J.
