Effective fall 1969 I will become Chairman of the Department of Physics at Grambling College, a four‐year liberal arts college located in northern Louisiana. Enrollment is approximately 4000; the student body is predominantly Negro.A concerted effort is being made at Grambling to develop a science curriculum consonant with the demands of our technological age. An intensive recruitment program is being launched throughout Louisiana to identify students offering good potential for such a curriculum. Unfortunately, it is almost impossible for even the most gifted of these students to attend college without scholarship funds to cover living expenses as well as tuition. The cost of room, board, and tuition for a Louisiana resident is $860 per academic year, or a total of $3440 for a four‐year scholars

Scientific societies are generally staid and conservative. When progress makes changes inevitable, the circumstances are more often than not met by spawning a new society. Adaptation by internal change is not the rule. AGU fortunately is an exception, albeit an occasionally reluctant one. Yet the organization has shown notable flexibility in adapting to new challenges. Our constantly evolving section structure is a good example.

During the last few years the space program has inspired a great deal of new research on the properties of various objects in the solar system. This new work has consisted only in part of investigations made with spacecraft of various kinds. Much of the work has also been done from the ground, but it has been inspired partly because of the availability of new techniques resulting from new technology and partly as a result of a new depth of understanding of many solar system objects that has arisen from research with space probes.Like many other people during the last three centuries, I have from time to time published my own speculations concerning the origin and development of the solar system. I do not wish to discuss such speculations here, but what I have to say will be very much influenced by a concern for this problem. The new studies that are being made of solar system physics and chemistry provide many new boundary conditions that must be satisfied by any successful theory of the origin of the solar system. The items I wish to discuss seem to me particularly relevant to the establishment of new boundary conditions.

The return of samples from the moon by the Apollo Project which is expected to occur this summer, offers the first opportunity to study the properties of extraterrestrial materials that have been brought to the surface of the earth under controlled conditions from a known locality. A large amount of information has been collected over the past century on meteorites, our only extraterrestrial samples at present, but it is unclear precisely where meteorites originate. Some meteorites may originate from the moon as secondary ejecta from meteoroid or asteroid impacts, but which meteorites may represent lunar material, if any, is a controversial question. Also, the meteorites have entered the atmosphere and been ablated and contaminated with atmospheric gases; and upon impact with the earth's surface, they have been contaminated with terrestrial organic and inorganic compounds. The lunar samples will not only have the significant advantage of coming from a known locality with certain field information and observations, but through careful handling and contamination control much of the information lost in meteorites can be preserved in the lunar samples.

Walter B. Langbein, Senior Research Hydrologist of the United States Geological Survey, has made a most distinguished record as an original and innovative worker in the earth sciences. In the large and diverse group of men who know him and his work, Langbein is considered one of the great hydrologists of his time.If one considers the range and depth of his contributions to a number of specialized aspects of water science, these estimates of his ability can be appreciated. No other hydrologist has made original contributions in such diverse fields as floods and flood hydrology, unit hydrography, soil temperature, lake and river sedimentation, the water balance of closed lakes, evaporation, reservoir storage, navigability of waterways, velocity gradients in conduits, river meanders, hydraulic geometry of channels, kinematic waves in river bed materials, and base level in physiography, to name merely a few important areas

There were many high points of the Golden Anniversary Meeting. The spirit was excellent and attendance at all Union and Section functions exceeded expectations.The Smoker was held on Monday evening, April 21. The estimated attendance was 1600; Sheraton Hall was well filled until late in the evening.

The Council met at the Sheraton‐Park Hotel, Washington, D.C., on April 20, 1969. Those items discussed that will have a strong impact on the membership in the next few months are given below.Budget and Finance. Chairman Boyd Olsen reported that action would have to be taken at once to ensure that the Union does not incur a substantial deficit in 1969 due largely to increases in printing costs. The Council authorized the Officers of the Union to initiate action to keep this deficit at a minimum. [Since the Council Meeting the Officers, after consulting with the editors and the Chairmen of the Publications Planning Committee and the Budget Committee, have authorized an increase in the page charge for theJournal of Geophysical ResearchandWater Resources Researchfor all articles over 4 pages, and have decided to defer the Directory of Members for publication in 1969, until 1970. They have also established a limit on the number of pages in the 1969 volumes of theJournal of Geophysical Research, Water Resources Research, and Reviews of Geophysics
