The goal of a November 17–19, 1987, conference on the U.S. Exclusive Economic Zone (EEZ) was a cooperative scientific plan for the next decade of mapping of and research on the huge expanse of ocean floor lying within 200 nautical miles of U.S. shores. But two hard realities were evident in the speeches, discussions, and recommendations of the participants: Both economics and U.S. national security interests are stalling basic scientific research on the EEZ. Diagrams have been used for 3 centuries to present numerical information succinctly. Yet no complete, specific rules are available for their preparation, similar to the rules of grammar, syntax, and spelling of language. Some guidance is offered in the dozen books on graphics published in the United States in the past 40 years, and fragments appear in textbooks and manuals. But none of these is complete or consistent, and each offers at least one glaring contravention of the basic tenets of mathematics and logic.

摘要:
During the past year several questions concerning the publications process have come to the attention of the Publications Committee. These questions have made it clear to us that some members of AGU may not be familiar with some key elements of AGU's philosophy toward publication. Since the publications activities are so important to each member and to the Union as a whole, we believe that a brief overview of the responsibilities of the three primary groups involved in the publication process is in order. Most of what we say here would apply to any scientific journal or at least any scientific journal published by a learned society. Some aspects are specific to AGU.
