Between 1985 and 1990, the U.S. Navy's Geosat radar altimeter made direct observations of sea‐surface topography. Since the sea surface is nearly an equipotential surface of the Earth's gravity field, variations in sea surface topography reveal variations in marine gravity. At short wavelengths (<200 km), the topography of the sea surface mimics the seafloor or basement topography. Observations from Geosat have been used to map the marine geoid with unprecedented accuracy and resolution (see Figure 1). Walter Massey had been director of the National Science Foundation for less than 24 hours when Bob Traxler, chairman of the House VA, HUD, and Independent Agencies appropriations subcommittee, and one of the two most important people in Congress with jurisdiction over NSF, provided early warning of cuts in the foundation's proposed FY 1992 budget. “We must tell you that in our best judgement, we're not going to be too successful in matching your allocation of the 302(b) process with the generosity of the president's request,” Traxler told Massey, referring to the process that was largely set up by last year's budget agreement.The subcommittee hearing—held March 5 and 6 in a room off the main corridor of the U.S. Capitol, with space for only a dozen spectators—was one of the most important congressional events in this year's consideration of the NSF budget. Relating the distributed strain and often complicated styles of faulting in deforming continental lithosphere to relative motion of the oceanic plates has proven difficult. A new method to study the kinematics of continental deformation in Asia has been used by A. J. Haines and W. E. Holt, Geology and Geophysics Division, Department of Scientific and Industrial Research, Wellington, New Zealand.Moment tensor elements from large and moderate‐sized earthquakes in Asia over the last 85 years [Molnar and Deng, 1984;Molnar and Lyon‐Caen, 1989;Ekstrom and England, 1989;W. E. Holt et al., unpublished manuscript, 1990] have been used to determine strain rates, relative velocities, and relative rotations within the deforming regions of Eastern Tibet, Western Sichuan, and Yunnan. That is, velocities and rotations within a deforming zone can be uniquely determined in a given reference frame if the strains are known everywhere within that zone [Haines, 1
