White House delay in announcing the details of about $13 billion in proposed cuts in the FY 1981 budget has left federal agencies wondering which of their programs will have to be sacrificed.In an exercise initiated by the White House early this month, federal agencies were asked to submit plans to cut their budgets to several different target levels.

Geoscientists John Cowley and Peter Buseck, jointly with chemists LeRoy Eryring and John Spence, were awarded $1.5 million by the NSF to add instrumentation and computer analysis to the Arizona State University electron microscope facility. This large grant is a portion of $11.39 million, recently awarded by the NSF, designated for the establishment of regional instrumentation facilities. Arizona State is one of eight universities to receive regional facility grants in the second year of this program.This granting program is in response to the equipment problem that has plagued university laboratories nationwide. The decade of the ′70's brought significant advances in the state of the art of the apparatus in many fields, which had the result of leaving many laboratories in a noncompetitive position. The National Oceanic and Atmospheric Administration (NOAA) is seeking applicants for a sabbatical leave or Intergovermental Personnel Act appointment from among researchers in meteorology, engineering, computer science, or sociology. This appointment is for NOAA's Prototype Regional Observing and Forecasting Service (PROFS), a program designed to bring the latest technology, including remote sensing and computer communications, to bear on local weather forecasting.
