On this page and the next two are presented to you the members of AGU who will serve the Union as officers during the next two years. The president and presidentelect of each section together with the Union officers and the immediate past president make up the council, which is legally the board of directors of our corporation. I have charged all of the officers with the responsibility of keeping in touch with the needs and interests of their constituencies.

The good earth not only sustains life; it is also the greatest killer. In some years the earth's paroxysms kill hundreds of thousands of people. For example, an earthquake in northern China on July 28, 1976, leveled the city of Tangshan. It killed more than 600,000 persons and injured an additional 700,000 [Associated Press, 1977].We can only view with awe this and other natural catastrophes. Even though the toll may not be as high as in the Tangshan earthquake, death and destruction are common. Each year brings its own share of these natural disasters. Volcanic eruptions, hurricanes, floods, tornadoes, and tsunamis (water surges produced by submarine earthquakes) all kill, maim, and destroy. In most instances, timely warnings can and will reduce loss of life, but they seldom avert the destruction of property. A good example in recent memory is the havoc wrought by hurricane Agnes and its accompanying flash floods. In four days in June 1972 it killed 118 people and caused $3.5 billion in property damages, a record for losses of private and public property and facilities.

摘要:
The trichlorofluoromethanes (CFMs) that have been so much in the news may be very good tracers for oceanic water masses. Gradual accumulations since 1946 have brought the concentration of this gas in the atmosphere to a level of approximately 100 parts per trillion. A small portion of this material dissolves in surface waters, marking them as having been in contact with the atmosphere. Thus old water masses that have long been out of contact with the atmosphere should be free of CFMs.

‘The large variety of phenomena that take place before, during, and after major earthquakes all suggest that combustible gases are usually present at such times in large amounts/Thomas Gold of Corneirs Center for Radiophysics and Space Research told a planetology session at the 1978 AGU Spring Meeting in Miami Beach.Building on this idea, Gold suggested that the interior of the earth may contain huge amounts of natural gas—mostly methane—left there since the time the earth formed. The Twenty‐Third Soviet Summer Expedition has started construction of an airfield near the Soviet Molodyozhnaya Observatory. It will be the first airport to operate year round in Antarctica receiving heavy transport wheeled planes. The airfield will also improve transportation between various stations, observatories, and field groups. To build a strong and durable runway, the engineers have designed a machine which presses the snow and fuses it with ice with injections of hot air. Tornadoes in severe thunderstorms were detected by a powerful Doppler radar in Norman, Oklahoma, more than 20 minutes before they became visible to ground observers, adding at least 10 minutes to the time available for tornado warnings. These experimental observations were part of a cooperative effort by NOAA and the Air Force to test the tornado‐detecting performance of an experimental Doppler radar.Donald W. Burgess of the NOAA National Severe Storms Laboratory, Donald R. Devore of the Oklahoma City Weather Service Forecast Office, and Capt. Joel D. Bonewitz of the Air Weather Service also found that the Doppler radar and its hightechnology data handling and display systems showed unexpected promise in detecting conditions associated with the heavy thunderstorm rains that can produce lethal flash flood

About 180 engineers and scientists from 27 countries attended the International Symposium on the Effects of Urbanization and Industrialization on the Hydrological Regime and on Water Quality. The symposium was held at Amsterdam, the Netherlands, October 2–7, 1977. The symposium was convened by the United Nations Educational, Scientific, and Cultural Organization (Unesco) and organized by Unesco and the Netherlands National Committee for the International Hydrological Programme in cooperation with the International Association of Hydrological Sciences.The 64 technical papers for the symposium covered three themes. The first theme dealt with the effects of urbanization and industrialization on the hydrological regime, the second concentrated on the effect of urbanization and industrialization on water quality, and the third centered on water policy as a factor in urbanization and industrialization. Each theme was broken into sessions comprising 4–8 papers. Each session was followed by a discussion period in which the speakers responded to questions raised by the audience. These questions and answers were recorded and presented to the technical secretary. The symposium focused within the framework of project 7 of the International Hydrological Programme and is related to the Workshop on Socioeconomic Aspects of Urban Hydrology held at Lund, Sweden, in November 1976. Following the symposium, the Workshop on the Impact of Urbanization and Industrialization on Regional and National Water Planning and Management was convened at the Netherlands, October 10–13, 1977.
