摘要:
The departure of an AGU staffer occasions the usual farewells, a final paycheck, and desk‐cleaning, highlighted by a group lunch or afterwork drink‐along. On August 31, another member of our staff will leave, and we wonder how one says farewell to the man at the top—a man who became the first staff member before some of us were even born.As days blend together, one undistinguished from the other, Mr. Smith has become a part of the office scene, sometimes searching through file cabinets, another time checking figures with the accountant, or perhaps looking through stacks of books in a closet. A new staffer will usually wonder about this man whose authority is often suffused with anonymity. The newcomer might even feel a certain apprehension on first meeting him; but Mr. Smith always makes a point of meeting new people, and the expression that initially seems severe relaxes in a smile that becomes a part of the whol

摘要:
Waldo E. Smith, the Union's first Executive Director, will retire after almost 26 years of service on August 31, 1970. During that period he has guided the AGU with caution, firmness, gentleness, and obvious pride. As President of the Union and speaking for all the other Presidents with whom Waldo has served, I want to take this opportunity to express our respect and admiration for his tremendous contribution to AGU and to the unity of geophysics nationally and internationally.Waldo joined AGU in 1936 and affiliated with the Section of Hydrology. He has been an active member, attending Annual Meetings and participating in the affairs of the Section of Hydrology. In 1944, with the title of Executive Secretary, he became AGU's first full‐time staff member, and as Executive Secretary and subsequently Executive Director, he has presided over a period during which the Union has grown in all directions by amounts that can only be measured in orders of magnitude. AGU owes its present sound financial status in large part to Waldo's careful management. Its journals and books are generally well received and reasonably priced, which attests to his capabilities as a purchaser of printing and handler of editors. For many years he edited theTransactionshimself while operating the business affairs of the office with the occasional aid of his wife Martha; for especially large jobs like mailing, his two children, David and Carol, were pressed into servic

摘要:
While the public demand for water pollution control remains loud, the political response has become deafening. The responsible political leadership in both parties has avoided the temptation to engage in competitive promises. But those seeking instant solutions and those whose political response has been guided by the pressure of Earth Day have created an image about the pollution problem that is difficult for the public to understand. This confusion is a serious matter and unless the problem is clarified and the achievements that are likely to take place during the next five to ten years are clearly explained, the American people will be disappointed, and their faith in government and technology will continue to diminish. The addition of unneeded, further strains on an overburdened society need not happen if we share with the public a realistic appraisal of what is possible during the 70's.

摘要:
AGU's Water Resources Monograph Series is among thirty‐three research projects selected by Interior Secretary Walter J. Hickel to receive grants as authorized under the Title II Program administered by the Office of Water Resources Research. The purpose of the grants is to provide financial support of research into any aspects of water problems related to the mission of the Department of the Interior that are not otherwise being studied. The Title II Program focuses research on a broad spectrum of water resources problems, develops a multidisciplinary approach to water resource problems, and contributes to the attainment of President Nixon's goal that all levels of government, with the help of private groups and industry, and individual citizens under federal leadership will work to restore the kind of environment they want for themselves and for future generation
