The Great Lakes have a high potential for the conduct of research and useful application of research findings, but the history of the Great Lakes indicates that extensive research and intensive management have failed to prevent deterioration of the fisheries. At times the research was not done before a loss occurred, or did not provide the information needed to solve a problem, or was not interpreted to indicate a need for corrective action.

Balance in fish populations is an important concept in fisheries management. Research on the characteristics and dynamics of balanced and unbalanced bluegill (Lepomis macrochirus) populations suggests guidelines relative to growth rate, survivorship and recruitment which may be applied to other species such as gizzard shad (Dorosoma cepedianum). Regulations and stocking are important management techniques which may be applied to improve the state of balance and structure in fish populations.

The sockeye salmon (Oncorhynchus nerka) which is native to the Pacific rim from California to Kamchatka is the most valuable single species in the British Columbia fishery. Recently catches have ranged from 2 to 7 million fish with a lauded value of %4-%16 million annually, and have generally constituted 20–30% by value of total landings.

The Pacific sardine (Sardinops sagax) fishery in California reached a peak in the 1936–37 season when over 700,000 short tons were harvested. After 1945 there was a drastic decline in catch to a low of 4,000 tons in the 1953–54 season. The anchovy (Engraulis mordax) fishery has always been much smaller because of low demand and regulations against reduction. An almost continuous controversy has existed over these fishes concerning their reduction to oil and meal.
