AbstractWhat European armaments collaboration is for is not at all clear. Technological complexity is a powerful drive as is the increased risk involved in competitive tendering procedures and research costs. Coordination of military research and the single market in arms is seen as increasingly important, but should it be in the hands of the European Economic Community or the Independent European Programme Group? The principle of a common defence policy raises many questions and the debate on the issues has hardly begun.

摘要:
AbstractIncreases in both R&D and unit production costs should provide greater economic incentives to collaborate in aerospace projects. Two hypotheses were tested: that rising costs lead to an increase in the number of collaborative projects and also to the number of partners per project. The results confirmed both these hypotheses when the 1960s were compared with the 1980s. Collaboration is likely to further increase with the EC single internal market and the opening up of eastern Europe.

摘要:
AbstractUsing a study by Fagerberg the issue of whether defence R&D crowds out other R&D expenditure was investigated. The analysis shows that this crowding-out is not universal, and that the model used gives ambiguous and often statistically insignificant results. Policy-makers still have to make difficult decisions about the level of reduced defence spending.

摘要:
AbstractThe interdependence of the world is a cause of concern in the field of national security. For technological reasons it seems as though it is inevitable. Self-sufficiency in key technologies should be a goal to which the British government should strive, not merely in the interests of the defence of the nation but in those areas where there is the potential for dual-use technologies to assist both civil and military product competitiveness in the international market. Britain must be able to bring something to negotiations with her European partners.

摘要:
AbstractThe present path of weapon innovation, meant to increase national security, may actually undermine it. Present arms control negotiations, such as the CFE (Conventional Armed Forces in Europe), focus on reductions of troops and existing conventional weapons. In a situation of reduced levels of armament, qualitative changes arising from weapon innovations may pose an even greater threat to stability and thus to (inter) national security. Up till now these have not been part of arms control negotiations.This article explores how to make arms control considerations part and parcel of the military technological innovation process. It introduces the specifically well-defined concept of ‘guiding principle’ as an instrument for decentralized control of innovation in military technology and applies theoretical constructs (notably a network analysis) from the sociology of technology to analyze the developmental process of the European Fighter Aircraft and its radar.
