AbstractTo stimulate discussion on the proposed UN Conference on Science and Technology, the New York State Transnational Movement of Technology Group, at the University of the State of New York, has produced a paper that looks at the criteria in the establishment of subregional technology agencies, a global technology watch, and other initiatives.The paper does not purport to deal comprehensively with all the issues of potential relevance to a major world event such as the proposed Conference, but its authors are convinced that only through the active participation of the international science policy community in both non-governmental and governmental sectors in framing the agenda, and the preparatory activities generated by the Conference, will there be any prospect of significant accomplishment.The following article is a condensed version of the paper, by DR WARD MOREHOUSE, Director of the Group, and his colleagues, PROFESSORS AHIMAZ, FERWERDA, and GUPTA.
