摘要:
AbstractS&T were low priorities in Spain until the mid-70s. The socialist government, aided by S&T policies elsewhere and the emerging policy entrepreneurs, made reforms to better co-ordinate public S&T. Institutional weaknesses were an obstacle, initially masked by strong leadership, policy entrepreneurs, reduced bureaucratic powers, and poor representation of some groups.Now, most mechanisms of public S&T coordination have gone, with changes in the Interministerial Commission (CICYT) and elsewhere. Power has returned to the departmental bureaucracies, and again science has low status.Restricted access to policy making, weak leadership, financial constraints, and emphasis on the private sector, are all reducing the stability of Spain's S&T system.

AbstractThe new realities of our ‘technological culture’ prompt us to re-examine the way we make social assessments and democratic choices in relation to technological developments. New approaches to technology assessment and the politics of technology will have to take account of the cultural agendas implied by technology. They lead us to three focal points: social warning as a key function of technology assessment, social viability concerns in public debate and decision-making, and a social policy perspective on technology. Exploring issues of technology assessment and policy through the ‘lens’ of ‘the technological culture’ provides new opportunities for social debate and social learning.

摘要:
AbstractMilitary R&D programmes are becoming increasingly important in Brazilian S&T. At the same time there is a deterioration of the S&T infrastructure. Civilian thought sees ‘professionalisation’ as one way to debilitate the military's power of veto in the political arena. This supports the military perception of their R&D programmes as a means of avoiding an identity — and perhaps legitimacy — crisis. It is debatable whether this trend is capable of providing the mix of interests and priorities required by the social and economic goals of Brazilian society. This article examines the underpinnings and objectives of military R&D programmes. It also evaluates their economic, technological and political potential implications for Brazilian society.

An effective co-participation strategy is proposed in which the government, in order to counteract the brain drain, would consider all these participants.

AbstractChaos theory seeks to explain (dis-)order and patterns in evolutionary developments. This workshop investigated its potential for evolutionary economics, and especially for providing new directions in technology studies. A probabilistic perspective will have little impact on public policy making. Thus these developments make it more difficult to bridge the gap between scientific and political discourse.
