AbstractJapan moved quickly to develop a national strategy to capitalize on high-temperature superconductors whereas the United States is still attempting to develop such a strategy. The reason for this is that Japan is able to use the government as a guiding force hut in the US it is every organization for itself. With this emphasis on individuality the US may always have a difficult time responding to projects that lend themselves to a group response.

AbstractPublic policies regarding science, technology and innovation are notoriously difficult to monitor. The requirements are: the existence of a sound causal theory; clearly defined policy objectives; dedicated implementing agencies; management skills in the implementing agencies; active support of organized groups; and a stable environment. These are never completely satisfied, but a number of alternative strategies can be developed to overcome specific deficiencies.

AbstractThe policy-making process is characterised by uncertainty, complexity and the need for political agreement. Language plays a central role in politics, especially the symbolic forms of political myth and ritual. Political myth is a widely-believed set of unquestioned political beliefs that gives events and actions a particular meaning. Ritual is the practical ‘acting-out’ of the beliefs and values expressed in myth. Political myths about technology exist in western societies, one of which is the Silicon Valley model.It is argued here that the Silicon Valley myth — a narrative about the origins, growth and future of high technology companies in Silicon Valley — was influential in Australian technology policy in the early 1980s. It contributed to the ritual of technology parks — property developments, often associated with a university, designed to promote the growth of clusters of high technology companies. Some conclusions about the policy-making process are drawn from this analysis.

AbstractA rhetoric and hypocritical nature of official patronage to science and technology, common in developing countries, is illustrated through two abortive attempts at science planning in Sri Lanka. Such lessons have shown the fallacy of looking for official directives for science planning, and, rather than being passive onlookers, the need to initiate a persuasive dialogue with the planning hierarchy is stressed. The mechanism for such a dialogue is by intensive focusing of critical issues through appropriate management information tools. The current efforts in evolving such strategic tools for science management are discussed.
