摘要:
AbstractIn March 1987 the federal, provincial and territorial governments of Canada signed the first National Science and Technology Policy. This marked the culmination of a period of cooperation in contrast to the previous diversity of interests; there is a new economic imperative in the formation of S&T policy.Canada's experiments in nation-building through S&T are heavily dependent on the ability to pool the R&D resources within the constituent elements. Both federal and provincial efforts will serve to harness Canada's vast potential for meeting the challenges of international competitiveness.

摘要:
AbstractCanada has only recently recognized the economic importance of cooperation between industry, universities and government in developing new technologies. Currently Canada's industrial structure is weak, the universities are in financial crisis and government support for R&D has lagged behind other countries in some areas. As a country with a well-educated population, excellent universities and an extensive network of government laboratories, Canada has the opportunity to revitalize its economy through technological innovation — she is already a world leader in some applications such as telecommunications. If industry, universities and government can succeed in strengthening and broadening their cooperative efforts in technology and marketing, Canada could maintain and expand her international competitiveness.

摘要:
AbstractQuebec has gone “business crazy”. This has had far-reaching effects on science and technology policies in Quebec, a largely French-speaking society within the Canadian federation. The current government of Quebec has a non-interventionist policy towards S&T, believing that development cannot be forced, only aided. Structural problems persist and the willingness and the capacity of the provincial public sector to affect technical change have been curtained. At the same time, the Quebec private sector has never been so confident in itself but the publicly-funded research and teaching institutions are experiencing a policy system aimed at controlling costs and facilitating industrial competitiveness.

摘要:
AbstractAs a result of the energy crisis of 1973, Canada formed an Interdepartmental Panel on Energy R&D in January 1974 to coordinate federal activities. With the objectives of diversification and self-sufficiency, the Panel would distribute funds to bring about a greater equilibrium in energy R&D. Initially this had the effect of reducing the share taken by nuclear energy but the budget cuts of 1984/5 reversed this trend. On a provincial level the situation is more difficult because each province relies on its own resources, such as oil sands in Alberta. The Panel has suffered from trying to coordinate the activities of a number of autonomous departments: being entrenched in the governmental structure it has also been more susceptible to financial cuts.

摘要:
AbstractIncreased competition from new industrial countries and an accelerated pace of technological change present new pressures for innovation and adaptation in the Canadian economy. For a number of institutional and historical reasons these processes of adaptation have not proceeded as quickly in Canada as they have in several other industrial countries.Notwithstanding impediments to rapid adaptation, Canada has no choice other than to technologically re-structure its economy on several fronts. These processes of technological development and change will have various effects on jobs and employment. The paper concludes with a discussion of directions for technology and employment policy that appear relevant in light of current and anticipated patterns of change.

摘要:
AbstractDespite a commitment by the Canadian government to support R&D programs, there is ongoing controversy about the types and levels of appropriate support Continual changes in tax incentives and grants available, have led to firms being inhibited in making long-term plans and have made it virtually impossible to assess prospective projects. The suggestion is made that research be split into basic, applied and development and an analysis conducted of the productivity gains of these components. There can be no substitute for a careful consensus-building exercise that seeks to involve all the major interested parties at every step of the way.
