Any collection program must be a collaborative endeavour involving those who will use the statistics and those who collect the data. Good S&T statistics require a sustained and relatively costly effort by national statistical agencies.

摘要:
AbstractIn 1989 the House of Lords Select Committee on Science and Technology conducted an enquiry into definitions of R&D because of serious doubts about UK R&D statistics and the use to which they are put. Defence statistics in particular were investigated by the Committee and the National Audit Office andfound to be somewhat deficient. From the reports produced, it seems reasonable to conclude that committees of the legislature can tackle complex and detailed matters and make a constructive contribution to their analysis, but that R&D statistics must be used with great care.

摘要:
AbstractAn overview is presented of trends in government expenditure on academic and related research in eight leading industrial nations for the period 1975-87. This shows that the USA remained the dominant force in academic research, at least in terms of total spending. A very large part of its efforts was concentrated in life sciences, while in France and Germany the emphasis was on physical sciences and in Japan on engineering. High priority was accorded to environmental sciences in both Australia and the UK. In most countries traditionally financing universities through a dual-sup pori system, there is evidence of a shift from institutional core-funding to research council grants and programmes as governments pursue policies aimed at achieving greater budgetary flexibility.

AbstractPublication and citation data offer the potential to develop new quantitative, objective indicators of S&T performance. The limitations of these indicators is discussed. The conclusion is that they provide a valuable and revealing addition to conventional methods of S&T evaluation.
