AbstractIn the UK, Defence Technology Enterprises was set up in 1985 to enable the transfer of technology from the Ministry of Defence Research Establishments to the civilian sector. It was not very successful because of the innate difficulties of such a transfer, and the reluctance of British industry to make the investment.

AbstractFuzzy logic technology is an emerging area in which large Japanese firms have developed competence and introduced a large number of products in a short period of time, though the original concept had originated elsewhere. The Japanese approach towards new product development is a highly interactive process, which uses extensively organisational intelligence, concurrent engineering, technology fusion, and continuous opportunity seeking. The analysis indicates that firms have to concentrate on idea management for stimulating long-term thinking in high technology areas to sustain innovativeness.

AbstractThe obstacles to research applications in sub-Saharan Africa fall into three categories: methodological, resource-related and institutional. These are examined in turn. Proposals are made based on arrangements that research institutes in the USA are making, for aiding the commercialisation process.

AbstractA direct survey on agricultural biotechnology R&D investment in three Latin American countries (Argentina, Costa Rica and Venezuela) showed that this was basically a higher education sector activity, with only small productive sector involvement. The most important sources of funds for this type of research was the national budget, but there were signs that the investment was insufficient for an efficient research effort. To overcome the identified limitations the efficiency of the R&D efforts have to be improved and the orientation of the biotechnology development strategy changed. An increase of the absolute investment levels in agricultural biotechnology R&D, the involvement of industry and the efficient use of international co-operation are inter-related issues which, among others, have to be addressed.

AbstractIn a recent survey it was found that the early rate of computer numerically controlled computer (CNC) adoption in Hungarian plants was broadly comparable with western examples. However, central government policies have led to rather limited types of machinery being introduced and the system being insensitive to demand. Geographically, the central Budapest area performed better than peripheral areas in terms of first adoption, but the more heavily adopting plants tended to be located in peripheral areas. The distribution of CNC machinery is insensitive to demand, which stems directly from the previous socialist concentration on a supply-driven motive for diffusion of new technology.
