The author who considers that he can put forward a “scenario for the future” in any field must be very knowledgeable, or very brave, or very foolish. In these papers we are considering how those responsible for the design and construction of buildings might respond, through high levels of insulation, to possible future energy scenarios. The history of the last decade and a half has shown that authors who put forward scenarios relating to energy need to be braver or more foolish than most, and they have not proved themselves more knowledgeable. My aim is much more limited; it is to examine some of the implications of designing and constructing buildings with high levels of insulation, using construction practices similar to those employed today but sufficiently different to raise doubts in some quarters about their long-term effectiveness. I am not, therefore, setting out a scenario for high insulation, but discussing buildings whose insulation levels and other thermal properties may be appropriate in the near or mid-term future under some possible energy scenarios.

Four case studies are used to illustrate points of practicality and principle associated with low heat loss building envelopes. The pursuance of high standards of insulation and low air infiltration can involve the designer in research without which the risk of innovation may be unjustifiable. Nevertheless, the evidence is clear that low heat loss envelopes can be designed and built within stringent economic criteria and that the benefits from these passive forms of energy saving are considerable. On-site practical problems are present but are now regarded as surmountable, while prefabrication certainly has a role to play in high performance. The case studies challenge some common assumptions and suggest that the consequential effects of low envelope heat loss on the design and operation of the heating system cannot be ignored.

摘要:
An approach to the economic evaluation of low energy building design is outlined in a commercial context. The potential for energy saving in office buildings through energy efficient design approaches is examined together with the opportunity for the realization of this potential by evaluating the patterns of energy use and costs in office buildings. The issue of the cost effectiveness of investment in energy efficiency measures is then followed by an outline of an approach to the economic evaluation of low energy office building design. The paper concludes with some examples of energy efficiency measures and a summary of key points.

Low energy houses may now incorporate controlled ventilation with heat recovery to complement high levels of thermal insulation. Four families who purchased such houses have been studied. Much of the savings available from reduced energy losses was used to operate the house at higher temperatures. The mechanical ventilation system was successful not only in removing smells but by bringing moisture under control it provided many unexpected benefits. Thus windows remained clear throughout the year, the towels dried quickly, and the salt and sugar flowed freely and open food packs such as breakfast cereals stayed crisp.

This paper examines the options and special requirements for the provision of building services in highly insulated buildings. These include aspects of comfort, thermal modelling, heating, ventilation, air conditioning, domestic hot water and control. The importance of adopting an integrated approach to the design and specification of plant and services is also discussed. A number of case studies have been included which demonstrate good and poor practice.

摘要:
Insulation has contributed a major part of the energy efficiency improvements so far achieved in domestic buildings, but much less in non-domestic buildings. This reflects more predominant space heating costs in housing compared with other buildings, and the existence of more attractive investment options (e.g. Building Energy Management Systems (BEMS)) for non-domestic buildings. Some of the lessons to be learnt from relevant Building Research Energy Conservation Support Unit/Energy Efficiency Office (BRECSU/EEO) demonstration projects undertaken on behalf of the EEO are briefly discussed.
