摘要:
“To bring about better understanding between the United States and other countries through an exchange of professors, research scholars, teachers and students,” I read on the wall of the modest suite of offices of the Fulbright Foundation in Iraq. My spine tingled as I read these words, for nearby was my name with “College of Arts and Sciences” as my assignment. With this, the first year of the complete Fulbright Program in Iraq, this statement presented a challenge as well as an important responsibility.

摘要:
Applied optics, in a general sense, should have a very broad connotation, including all branches of optics that have been found useful to industry, and on this basis it should certainly embrace spectroscopy, interferometry, photometry, colorimetry, polarimetry, and, in fact, virtually all of optics. This wide use of optics is indicative of the manner in which the major portions of many branches of science have been attracted into industry and have become of commercial importance during the past half century. However, telescopes, microscopes, and photographic objectives were the principal optical instruments used by industry or constructed in quantity prior to 1900 or 1920 and, consequently, the termapplied opticsis generally restricted to the science of designing, building, and testing optical instruments.

This is a second article on the general topic of the comparative histories of physicists. An earlier article, which appeared in the August issue ofPhysics Today, portrayed the general backgrounds of some American physicists, as well as reporting the more important factors that induced these men to enter the field of physics. This second article is an analysis of the various factors reported by the physicists to determine any significant relationships or variances in these factors.

摘要:
One of the manifold activities of Unesco, its Science Cooperation Office for Latin America, has recently prepared a report on the activities it engaged in during 1952 which gives a good idea of the magnitude of its contribution to the scientific development of this region. The report has been distributed in this country by the U.S. National Commission for Unesco. The chief categories into which the work of the Office falls are the coordination and development of scientific research, teaching and dissemination of science, and scientific documentation. A staff of twelve under Dr. A. Establier is located in Montevideo, Uruguay, to carry out these missions.

Some months ago the National Science Foundation issued a preliminary analysis of a study of that part of the Federal research and development budget represented by grants and contracts from Federal agencies to nonprofit institutions (seePhysics Today,VI, 1,22, January 1953). The Foundation's full report on this study has now been made available, and while there have been no very significant changes in the picture shown by the preliminary analysis, the final report provides a considerably more detailed breakdown of the disposition of funds than was contained in the earlier release.

摘要:
The National Bureau of Standards was scheduled to undergo major surgery on the first of this month when four of its ordnance research and development activities were to be removed from the Bureau and transferred to the Department of Defense. The transfer affects approximately 1600 members of the Bureau's staff. The four divisions, whose work has accounted for more than half of the Bureau's $50 million annual budget, are ordnance development (division 13), missile development (division 15), electrochemical development (division 16), and electronic ordnance (division 17).
